2012 DOWNTOWN STREET RESURFACING PROJECT (STATE STREET AND COURT STREET)

2012 Downtown Street Resurfacing Project (Keep Salem Moving! Bond Project). The project includes rehabilitating the roadways by grinding and repaving Court Street NE and State Street from Front Street NE to 12th Street NE, and constructing new curb ramps and curb extensions to meet ADA requirements. State Street will be converted to two-way traffic between Commercial Street NE and Liberty Street NE including improvements to intersections and street crossings through the use of new curb ramps, curb extensions, crosswalks that comply with ADA requirements, and new pavement markings.

Construction will impact traffic as follows:

  • Work will occur during the day and night.
  • Concrete work will be done during the daytime work hours of 7 a.m. and 7 p.m., Monday through Friday.
  • Grinding, paving, and some utility work will be done during nighttime work hours of 9 p.m. to 5 a.m., Sunday through Thursday.
  • Some weekend closures will be required for intersection rehabilitation work and detours will be in place during this time.
  • All businesses will be open during construction (signs will be provided as applicable).

AUMSVILLE HIGHWAY IMPROVEMENTS

This project will improve Aumsville Highway to accommodate development within the Mill Creek Corporate Center Urban Renewal Area. Improvements will include widening Aumsville Highway southeast of Kuebler Boulevard SE to a three-lane roadway section with a center turn lane and bicycle and pedestrian facilities. Additionally, this project will improve the intersection of Aumsville Highway and Kuebler Boulevard SE, including roadway widening of the approaches to this intersection. These intersection improvements will also include new travel lanes, added left-turn and right-turn pockets, and the construction of new traffic signals. Improvements throughout the project will include new road drainage and stormwater facilities, curbs, sidewalks, streetlights, and landscaping as needed. Additionally, the project includes wastewater collection and water distribution upgrades.

The City of Salem selected Otak, Inc., as the engineering consultant for this project. Otak, Inc., has started the preliminary design phase. Surveying, geotechnical exploration, and additional environmental data gathering is currently taking place and will continue through late January 2012. Preliminary (30 percent) plans are anticipated to be complete by late February 2012.

Adjacent property owners have been notified of impending field work within the project area. City and consultant staff made scope and status presentations at the Southeast Salem Neighborhood Association and Southeast Mill Creek Association meetings on December 8, 2011, and December 13, 2011, respectively. Construction is scheduled for 2013.

BATTLE CREEK PARK GOLF COURSE REDEVELOPMENT

This project includes transportation, utility, and grading improvements for the former Battle Creek Golf Course site to support construction of the new Battle Creek Elementary School by the Salem-Keizer School District and to meet planning conditions required for development of the site.

Transportation improvements include construction of a new collector street named Waln Drive SE with bike lanes, sidewalk, and areas of on-street parking from Commercial Street SE to Madras Street SE. Upgrades to the surrounding transportation system also include addition of an eastbound left turn lane at the intersection of Madras Street SE and Commercial Street SE and widening of Commercial Street SE including an additional southbound travel lane from Madras Street SE to Fairway Avenue SE. Water and sewer mains have been installed in conjunction with the new collector street. Grading has been performed on City property to offset stormwater impacts from current and future site improvements. The grading work was designed to meet requirements to realign the Waln Creek channel, provide compensatory flood storage for fill placed onsite, ensure zero net rise in the 100-year flood elevation onsite, and provide stormwater detention (no increase in peak flow from the site).

Pacific Excavation of Eugene is the general contractor on this project.

The status of the project is as follows:

  • Landscapers are preparing for bare-root plantings of native trees and shrubs in the Waln Creek floodplain area. They are currently installing small weed control blankets with gravel mulch in an irregular planting pattern throughout the floodplain area. This work is being completed while the site is still dry enough to allow gravel delivery to the floodplain bench areas. Actual bare-root plantings will occur this winter.
  • Construction of Waln Drive SE is complete.
  • Construction of improvements along Madras Street SE and Commercial Street SE is substantially complete with some final landscape restoration and cleanup scheduled for October.
  • Construction of the Madras Street SE inprovements is complete.
  • Waln Creek Realignment and floodplain earthwork is complete.
  • Two culverts along Battle Creek have been removed.
  • Landscaping and planting in stormwater quality basins along Commercial Street SE and Waln Drive SE is scheduled for October. 
  • A paved pedestrian pathway between Doral Drive SE and the new Battle Creek Elementary School is scheduled to be completed this fall. This will include a new footbridge across Battle Creek.

BOONE ROAD WATER PUMP STATION IMPROVEMENTS

The Boone Road Water Pump Station Improvements will initially increase the pumping capacity of the station from 11.5 MGD to 17 MGD with an ultimate increase to 26 MGD sometime in the future. The improvements include a new connection from the existing G-O transmission main to the new facilities, a new building, electrical room, standby generator for a backup power source, four new pumps, electrical switchgear, conduit and wiring, instrumentation, piping, valves, flow meter and vault, and site improvements.

The final design was completed in June 2012. Bidding and construction are on hold.

COMMERCIAL STREET BRIDGE (AT PRINGLE CREEK) REPLACEMENT

The Commercial Street Bridge (at Pringle Creek) Replacement Project (a Keep Salem Moving! Bond Project) includes removing the 84-year-old, 194-foot, four-span bridge and replacing it with a 180-foot-long, single-span bridge. The project also includes removal of an existing water flume and diversion structure, roadway improvements, concrete paths and sidewalks, MSE retaining walls, landscape and irrigation, pedestrian and roadway lighting, utility replacement and relocation, and other miscellaneous improvements. The bridge will be constructed in two stages. Stage 1 (summer 2012) will include the removal and replacement of the west half of the structure, while Stage 2 (summer 2013) will include the removal and replacement of the east half. During this construction period, traffic will be reduced to two lanes.

Construction will impact traffic as follows:

  • The roadway will be reduced from three to two lanes during construction. There will be times that traffic is reduced to one lane for limited duration.
  • Daytime work hours are anticipated to be 7 a.m. to 8 p.m., Monday through Friday.
  • Night work is anticipated to be from 8 p.m. to 6 a.m., Sunday through Thursday.
  • Delivery of the large beams will require Commercial Street SE to be temporarily closed between Trade Street SE and Bellevue Street SE. This should only occur for a short period of time.
  • All businesses will be open during construction (signs will be provided as applicable).

Project design is being finalized. The public bidding phase will begin in April 2012.

DEER PARK PUMP STATION IMPROVEMENTS

This project consists of electrical upgrades being performed at the Deer Park Water Pump Station. New variable speed drives and a new control panel will be installed to improve the operating efficiencies and the operational reliability of the water pumps.

EDGEWATER TRANSPORTATION, SAFETY, AND ACCESS IMPROVEMENT PROJECT

Second Street NW Reconstruction-Enhanced Vehicle and Pedestrian Circulation: By reconstructing Second Street NW, the goal is to transform the recently acquired unpaved 44,000 square foot gravel median separating City-maintained travel lanes along Second Street NW from Rosemont Avenue NW and Gerth Avenue NW into a pedestrian-friendly environment with parking facilities to support mixed use development on Second Street NW from Rosemont Avenue NW to Gerth Avenue NW. The vision for Second Street NW is for more housing and commercial uses to support the mix of commercial uses on Edgewater Street NW. The conceptual design includes sidewalks, street trees, customer parking, improved lighting, and utility upgrades. This project will be designed in 2012 to meet upcoming stormwater treatment standards and will be constructed in 2013.

Rosemont Avenue NW/Edgewater Street NW Intersection Replacement-Increasing Traffic Capacity and Safety: In conjunction with the Second Street NW project, the Rosemont Avenue NW/Edgewater Street NW intersection will be improved to include a new signal and improved vehicular circulation and safety for all modes through the intersection by widening the intersection and allowing for left turn lanes from Edgewater Street NW to Rosemont Avenue NW and Rosemont Avenue NW to Edgewater Street NW. Funding for this project, scheduled for construction in 2013, comes from Transportation System Development Charges.

EOLA DRIVE NW CORRIDOR SAFETY IMPROVEMENT-KINGWOOD DRIVE NW TO GEHLAR ROAD NW

Eola Drive NW Corridor Improvements (Keep Salem Moving! Bond Project). Improvements include widening the current roadway to minor arterial standards, with two travel lanes, bike lanes, curbs, sidewalks, and street lights. Improvements will also include maintaining or providing left turn pockets at Kingwood Drive NW, Flying Squirrel Way NW, Woodland Drive NW, Turnage Street NW, Kaley Avenue NW, Eagle View Drive NW, and Sunwood Drive NW. The scope also encompasses straightening the curves in the roadway between Woodland Drive NW and Kaley Avenue NW to the extent feasible. The project will also construct a new traffic signal at the intersection of Kingwood Drive NW and Eola Drive NW. Additionally, the project includes stormwater system modifications.

This project is currently in the design phase.

FAIRMOUNT PARK PLAY EQUIPMENT PHASE II

This is a Salem Park Improvement Fund Project. The South Central Association of Neighbors (SCAN) received a matching award for a second phase of play equipment in Fairmount Park. SCAN raised $8,000 in donations toward their goal. In addition, Public Works compensated the park/neighborhood for the removal of tennis courts from the Fairmount Reservoir deck.

This compensation, in the amount of $120,000 for Fairmount Park improvements, led to a master plan revision for the park, which is now complete. A portion of this funding has supplied the match for the second phase of playground equipment. Other improvements are being prioritized by the neighborhood, and construction is anticipated to begin summer 2011.

HAWTHORNE/HYACINTH IMPROVEMENTS

Hawthorne Avenue NE and Hyacinth Street NE Corridor Improvements (Keep Salem Moving! Bond Project). Improvements include widening the current roadway to minor arterial standards, with two travel lanes, bike lanes, curbs, sidewalks, and street lights. Improvements will also include left turn pockets at Portland Road NE, Felina Avenue NE, and Silverton Road NE, as well as westbound and eastbound right turn pockets at Portland Road NE. A continuous center lane will be constructed for a portion of Hyacinth Street NE between Portland Road NE and 32nd Place NE and for a section of Hawthorne Avenue NE from Silverton Road NE to approximately 2,000 feet north. Eastbound and westbound right turn lanes will be constructed at the intersection of Hyacinth Street NE and Portland Road NE. The project will install a School Zone crossing flasher near Felina Avenue NE.

A construction contract has been awarded to K&E Excavating, Inc., of Salem. Construction is scheduled to begin in early April 2012.

An Urban Renewal Area (URA) project approved by the Urban Renewal Agency for an underground utility conversion project at the intersection of Portland Road NE and Hyacinth Street NE is underway. This project is being let by Portland General Electric (PGE) and is being constructed by a PGE contractor. Construction has started and should be complete by the end of this spring.

Construction will impact traffic as follows:

  • March 26, 2012: Construction begins with single lane closures and flagger-controlled traffic.
  • April 9, 2012: Hawthorne Avenue NE will be closed to through traffic from Silverton Road NE to Felina Avenue NE. Local access will be maintained for residents, school buses, garbage pick-up, postal delivery, and emergency vehicles.
  • The closure will remain in effect for the duration of Phase I construction. A detour route will be posted redirecting traffic to an alternate route.
  • March 2013: Work begins on Phase II. Hyacinth Street NE/Hawthorne Avenue NE will be closed to through traffic from Portland Road NE to Felina Avenue NE. Local access will be maintained for residents, school buses, garbage pick-up, postal delivery, and emergency vehicles.
  • The Phase II closure will remain in effect for the duration of Phase II construction. A detour route will be posted redirecting traffic to an alternate route.

HOODVIEW PARK

This project will design and construct park improvements at the Kale Road Park property. A Local Government Grant from the Oregon Parks and Recreation Department will enable the City to build most of the Master Plan features. These include paths, lighting, playgrounds, open areas, and two three-point basketball courts placed back-to-back allowing the courts to be used as an amphitheatre. Stormwater treatment features are being added where possible.

The 50 percent plans are currently under review. We expect to bid in April 2012 with construction in summer 2012.

KEIZER INTERTIE AND CHERRY AVENUE NE WATER PUMP STATION

The Keizer intertie at Cherry Avenue NE will include upgrading the existing pilot system to a permanent installation, which will provide an intertie for Salem and Keizer to share water in emergency situations in accordance with an Intergovernmental Agreement between the two cities. Improvements include a new block building adjacent to the existing City of Keizer water pump station at Cherry Avenue NE, with an electircal room and chlorine room, a new pump and two motors, electrical gear, conduit and wiring, instrumentation, piping, valves, flow meter, and limited site improvements.

Sixty percent plans are expected for review in April 2012. Construction is currently scheduled to start in September 2012.

LANCASTER DRIVE RESURFACING AND PEDESTRIAN RAMP IMPROVEMENTS

Lancaster Drive NE Resurfacing and Pedestrian Improvements (Keep Salem Moving! Bond Project). The improvements include griding off the existing asphalt pavement and replacing it with a new asphalt pavement inlay, new pavement markings, traffic signal modifications, and construction of new curb ramps or replacing existing curb ramps at a majority of the intersections on Lancaster Drive NE from Sunnyview Road NE to Center Street NE to provide accessible routes in accordance with the Americans with Disabilities Act (ADA) regulations.

A construction contract has been awarded to S-2 Contractors, Inc. Construction is scheduled to begin in early April 2012.

  • Phase I Construction: April 2012 through June 2012 (Lancaster Drive NE to Sunnyview Road NE)
  • Phase II Construction: April 2012 through August 2012 (Center Street NE to Lancaster Drive NE)

Construction will impact traffic as follows:

  • Work will occur during the day and night.
  • The speed limit will be reduced to 25 miles per hour along Lancaster Drive NE in the construction area.
  • Motorists should use caution as this work will require lane closures. At times, flaggers will be present to control traffic.
  • Night paving operations may require the closure of major intersections. Detour routes will be provided.
  • Business access will remain open during construction.
  • This project will be constructed in conjunction with the Market Street NE/Lancaster Drive NE Widening Project.

MARKET/LANCASTER INTERSECTION IMPROVEMENTS

Market Street NE at Lancaster Drive NE Intersection Improvements (Keep Salem Moving! bond Project). This project provides for the widening of the intersection of Market Street NE at Lancaster Drive NE in order to reduce congestion at the intersection. The widening provides two left turn lanes from eastbound Market Street NE to northbound Lancaster Drive NE, two left turn lanes from northbound Lancaster Drive NE to westbound Market Street NE, a second through lane westbound on Market Street NE for a short distance east of the intersection, and widening of all approaches necessary to receive additional lanes. Additional improvements include traffic signal modifications and new curbs and sidewalks.

Franchise utility work has begun and will extend into April 2012. Motorists should use caution as this work will require lane closures on Market Street NE and Lancaster Drive NE. At times, flaggers will be present to control traffic. This work will create traffic congestion within the area and motorists should expect delays.

A construction contract has been awarded to S-2 Contractors, Inc. Street construction is scheduled to begin in April 2012.

  • The speed limit will be reduced to 25 miles per hour along Market Street NE and Lancaster Drive NE in the construction area.

MARKET STREET NE/SWEGLE ROAD NE REALIGNMENT AND CORRIDOR IMPROVEMENTS

Market Street NE/Swegle Road NE Corridor Improvements (Keep Salem Moving! Bond Project). This project will widen the current roadway to 46-foot, minor arterial standards with a center turn lane, two travel lanes, bike lanes, curbs, sidewalks, streetlights, and storm sewer and water system upgrades. Improvements will also include modifications to the existing horizontal alignment of Market Street NE and Swegle Road NE to create a single, signalized intersection with 45th Avenue NE, replacing the two existing stop-controlled intersections.

The consultant is anticipating completion of 90 percent design plans in May 2012. City staff will be meeting with School District officials in late winter and early spring 2012 to review and finalize the proposed improvements along the new access street to Swegle Elementary School and the Boys and Girls Club facility that will enhance student and pedestrian safety and improve parking, bus loading and unloading, and student drop off and pick up. A progress update was presented at the annual East Lancaster Neighborhood Association (ELNA) meeting held on June 2, 2011.

Property acquisition has progressed as anticipated and will continue through early summer 2012. The City has acquired all required environmental permits. Construction is currently scheduled for 2013 and 2014.

MILL CREEK CORPORATE CENTER

Master Plan, infrastructure development, and urban renewal district formation completed to facilitate development of an approximately 600-acre business/industrial park with wetland habitat and open space. Jones Development acquired eight acres in January and built a 50,000 square foot distribution center for Federal Express. Federal Express opened for business officially on October 28, 2008, with a formal ribbon-cutting ceremony. The State, City, and Capstone Partners have finalized a Disposition and Development Agreement which names Capstone Partners as the Master Developer for Phase 1A of the Mill Creek Corporate Center (MCCC). On February 19, 2009, Capstone signed a Termination Agreement. This agreement indicates that Capstone Partners, LLC is no longer the "Master Developer" for the MCCC. Two UGA permits were filed for the MCCC along with a subdivision application for Phases 1A, 1C, and II. Additionally, an application to partition Phase 1B into three lots has been submitted by the Department of Administrative Services (DAS) to split 1B from one lot to three lots. The MCCC is set to receive $500,000 in Federal Appropriation funds through HUD to assist with the cost of the water line looping project at Mill Creek. While no official confirmation has been issued on this, the belief is that it is all but a formality. Urban Development Staff is currently working to alleviate a couple of concerns raised by HUD regarding the MCCC. Staff expects the grant to be disbursed to the City in September. In December 2009, Home Depot officially closed. Home Depot is located on the northern portion of the Phase 1B property at the MCCC. Construction began in late 2009. In July 2010, much of the road entryway leading to Home Dept had been built. The 465,000 square foot Home Depot building is anticipated to be complete by January 2011. Approximately $500,000 a year will be generated in tax revenue for the Mill Creek URA as a result of the development of Home Depot.

MILL CREEK RESERVOIR PROJECT

The Urban Development Department has plans to work with the City's Public Works Department to build a 2.2 million gallon reservoir, which would serve not only the Mill Creek Corporate Center area, but most of the southeast corner of the City of Salem. Projected costs are in the $5.5 to $5.7 million range. The reservoir could be built in less than two years.

MILL CREEK WETLANDS CONSTRUCTION PROJECT

Another project, wetlands preservation, has recently begun at the Mill Creek Corporate Center (MCCC), home of the FedEx Distribution Center and the Home Depot Rapid Deployment Center in southeast Salem. The Center is a joint venture between the State of Oregon’s Department of Administrative Services (DAS) and the City of Salem. DAS was directed by the Oregon Legislature to sell the property to generate revenue for Oregon Corrections Enterprises (a program tasked with training inmates for productive work in society) and the Oregon Cultural Trust. Pacific Habitat, under contract with DAS, is managing the construction project. The City of Salem is funding the project through a $1.6 million loan from the Oregon Business Development Department and a $1.1 million grant from the U.S. Department of Commerce. The MCCC's Master Plan promotes high quality development that preserves and protects the area’s natural amenities and environmentally sensitive areas; it is one of the first developments in Oregon to incorporate an environmental restoration component of this size into a commercial/industrial design of this scale. Approximately 100 of the MCCC’s 650 acres of wetland/open space have been transferred to the City of Salem to be restored and, in the future, maintained as open space in perpetuity.

The first phase, soil excavation for approximately 70 acres of wetland mitigation area and open space, has begun fulfilling a promise to area residents and regulating agencies. Consistent with state and federal wetland permits, the open space will be comprised of approximately 24 acres of enhanced wetland and 46 acres of buffer area around the wetlands. When complete, the open space will provide flood control and stormwater treatment for much of the development. The second phase, approximately 30 acres, will occur as development on properties adjacent to the open space takes place. “The Mill Creek Corporate Center Master Plan, adopted in 2004 after extensive community outreach, encouraged the enhancement of the site’s natural areas by maintaining 100 acres in open wetland space, while promoting economic development opportunities for one of the largest industrial sites in the northwest,” said City of Salem Urban Development Director, John Wales. Salem contractor, K & E Excavating, was selected through a public state procurement process to complete the first phase of soil excavation and site grading. This work began in June and will conclude in December 2011. The area will be planted with native and water efficient plants beginning in spring of 2012, followed by several years of monitoring. The Center is expected to generate $400 million in private investment and create 5,000 new jobs over the next 15 to 20 years. The property is bound by Turner Road SE to the south, Kuebler Boulevard SE to the west, Highway 22 to the north, and Deer Park Drive SE to the east. Current tenants are the FedEx Distribution Center (opened in 2008) and the Home Depot Rapid Deployment Center (opened 2011).

MINTO BROWN PARK RESTORATION

The City of Salem partnered with the Natural Resources Conservation Service (NRCS) to protect Willamette River floodplain and restore native habitats on approximately 166 acres of Minto-Brown Island Park. Floodplain Easement closing occurred in March 2010, and initial restoration activity began in early April with tree and shrub planting in the Willow Slough area (former pumpkin patch) and Woodland 5, south of the cherry orchard. Throughout the summer work focused on preparation of restoration areas for fall seeding of native grasses and flowering forbs. Tillage and two applications of herbicide were used to eliminate undesirable non-native and invasive plants. Signs are posted notifying park users whenever spraying is conducted. Intial seeding was completed in late fall, with tree and shrub planting in December 2010.

During summer of 2011, mulch will be applied around trees and shrubs to help control weeds and provide moisture for the new plants. Restoration areas will be actively maintained by the NRCS contractor for three years, through 2013, to ensure plant survival and control of invasive species.

RAILROAD CROSSING SAFETY IMPROVEMENT PROJECT

Railroad Crossing Safety Improvements (Keep Salem Moving! Bond Project). Vehicular and pedestrain safety improvements will be constructed at ten city street crossings of the Union Pacific Railroad (UPRR). Improvements include adding approach medians on two-way streets, adding additional crossing signs, realigning and widening sidewalk crossings, adding pedestrian flashers in select locations, improving ADA-detectable warning surfaces, and modifications to the Chemeketa Street NE crossing to make it a one-way, eastbound crossing. The ten crossings to be improved include: Mill Street SE, State Street, Court Street NE, Chemeketa Street NE, Center Street NE, Marion Stret NE, D Street NE, Market Street NE, Madison Street NE, and Sunnyview Road NE.

In order to construct improvements at the crossings, the City is required to receive final approval from both ODOT-Rail and the UPRR through a formal "order process." As of September 21, 2011, all Final Orders have been issued. The City is now completing final design plans so that construction of City improvements can occur during the 2012 construction season. We also expect UPRR to complete their improvements in 2012. Once all City and UPRR construction is complete, the City will submit "Intent to Establish Quiet Zone" documentation for the ten crossings to the Federal Railroad Administration.

Construction will impact traffic as follows:

  • Mill Street SE will be closed for approximately five days to accommodate UPRR work. A detour route will be posted redirecting traffic to an alternate route.
  • Sunnyview Road NE will be closed for approximately five days to accommodate UPRR work. A detour route will be posted redirecting traffic to an alternate route.
  • The remaining intersections wil have periodic lane closures beginning in June 2012.

SOUTH DOWNTOWN WATERFRONT REDEVELOPMENT PROJECT

The South Downtown Waterfront Redevelopment Project is centered around the former Boise Cascade property located southwest of Salem's historic downtown core. Bound by Front Street SE and Commercial Street SE and the Willamette River, the City has prepared the area for redevelopment by establishing a new mixed-use zone (January 2009) and an urban renewal area (September 2007). The South Waterfront Urban Renewal Area will support infrastructure investments necessary to facilitate redevelopment in and around the former Boise Cascade site. Urban Renewal Agency investments may include improvements to the transportation and pedestrian systems in the area, provide for riverfront access, street improvements and bike lanes, daylighting Pringle Creek, pathway connections, and grants or loans for redevelopment. Pringle Square, LLC, purchased the property from Boise Cascade and has plans to develop the site in three phases.

WALLACE ROAD NW AT GLEN CREEK ROAD NW PROJECT

Wallace Road NW at Glen Creek Road NW Intersection Improvements (Keep Salem Moving! Bond Project). The basic project will widen the roadways to create Wallace Road NW northbound dual left turn lanes to westbound Glen Creek Road NW, and Glen Creek Road NW eastbound dual right turn lanes to southbound Wallace Road NW. Work will also be done on the other two intersection approaches, along with a new traffic signal.
