Police Department Facility Task Force

Issue:During the 2006-07 budget process, City Council identified the need to move the police department to a new facility due to the ongoing space challenges the department faces, coupled with the desire to provide an increased police presence in our neighborhoods.
Process:
On December, 2006, Berry Architects was selected, to provide a space needs assessment for the Salem Police Department. That assessment was presented to Council at a work session on September 10, 2007. On August 26, 2009 the City of Salem Finance Committee met recommending the City discuss the possibility of the City going out for a Bond Measure to build a new police facility in 2012. On December 7, 2009, the firm of Barney & Worth, Inc. conducted polling to determine the public’s knowledge of the department’s space needs, level of community support for the project and the likelihood of passing a police facility bond measure. In June 2010 the City selected CB/Two Architects to work in conjunction with the University of Oregon Design Studios under the Sustainable Communities Initiative Program. The two teams will develop several scenarios reviewing long term needs of the Civic Center and possible relocation of the police department on the current Civic Center campus.

Salem River Crossing Project (3rd Bridge)

Issue:This Project addresses the need for a 3rd bridge. This Project will develop solutions for crossing the Willamette River in the Salem area that meet transportation needs, are compatible with the built and natural environments, and have broad community and regional support. The project will develop an environmental impact statement (EIS) and a funding strategy to move the identified solution toward construction. A separate, but related study, completed in early 2010 to address how we can best reduce future automobile trips across the Willamette River. This study is referred to as the Salem River Crossing Alternate Modes Study. Reduction in demand for trips during the peak hour will lengthen the life of the expected investment in a new bridge. Process:
The project is organized around 7 decision points. Citizen input will be gathered throughout the process via open houses, the project website, and opportunities at Task Force and Oversight Team meetings. The Draft EIS anticipated to be published in the first half of 2012. This will be followed by a process to select a preferred alternative.

Parks & Recreation System Master Plan

Issue:The purpose of this master plan is to provide the City with a long term vision for its parks system, identify parks and recreation needs in the community, and create a plan of action to implement needed improvements and changes to the existing parks and recreation system.
Process:
The initial public involvement phase has been completed. The City's consultant, MIG, and the City re-scoped the contract in October 2008 and defined four phases. Those phases consist of Project Coordination, Document Revision, Plan Development, and Plan Adoption. The Project Coordination and Document Revision phases are complete, and the Plan Development phase is at 60 percent completion; once it is complete, the Plan will move forward to City Council for adoption. To date, MIG has completed the Final Community Profile and Background Analysis, Survey Results Matrix, Policy List #1 (Service area and Level of Service) and Existing Conditions Report. The Existing Conditions Report has been reviewed by City staff for any revisions. MIG is in the process of editing the Community Needs Assessment. Once MIG has completed this document, City staff will review the contents for final formatting. We are awaiting the Final Community Needs Assessment. There have been several Leadership Council Committee meetings. At these meetings, the Leadership Council reviewed the Comprehensive Parks and Recreation Master Plan that outlines Level of Service within our parks, and the Existing Conditions Report along with policy generated questions. Additional work sessions are forthcoming; a work plan will be generated by the Parks and Transportation Services Department and posted to this web page.

Minto Island Bicycle and Pedestrian Bridge

Issue:Salem citizens have long envisioned a foot bridge connecting two popular parks along the Willamette River and their downtown. This pedestrian and bicycle bridge will span the Willamette River Slough from the south end of Riverfront Park to the Minto-Brown Island Park, and connect users to the existing trail systems via a multi-use path. Initial steps include the development of conceptual design options, securing property rights for pathway connections, seeking regulatory permits, and environmental review.
Process:
Following an extensive outreach campaign in early 2009, City Council directed staff to proceed with an application to the Coast Guard for a low clearance, clear span, tied arch design to bridge the Minto Island Slough for bicycle and pedestrian traffic. Work is ongoing to resolve issues related to navigability of the Slough and connecting trails to Minto-Brown Island Park. When these issues are resolved, the City will issue a request for proposals for design and environmental review necessary to prepare permit applications for the bridge project, based on the conceptual design selected by City Council.
