A public hearing is a proceeding or relative formality (though generally less formal than a trial) where city officials hear testimony and receive evidence from members of the public. Public hearings can be quasi-judicial, and result in the entry of an order that is binding on the persons who are parties to the decision. Public hearings can also be investigatory, where the public is invited to express views and concerns regarding a decision, such as the enactment of an ordinance, that will generally affect persons in the city.
