HOME Quick Guide


The City of Salem receives CDBG and HOME funds annually and awards funding through an annual competitive application process.  Funding is provided to public and to private individuals, corporations and non-profits for use in eligible projects: CDBG and HOME Projects under the guidance of the  Housing and Urban Development Advisory Committee (HUDAC). 

The Federal Programs Division administers the City of Salem’s federal allocation of Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) programs.  CDBG and HOME funds are provided by the U.S. Department of Housing and Urban Development (HUD) to fund housing activities, community development projects and public improvements for the benefit of low to moderate-income individuals, families and communities.    

HOUSING LOANS
With available CDBG and HOME funds, Neighborhood Stabilization Program the City administers Housing Loan programs to Salem and Keizer citizens.  These programs assist citizens in attaining safe housing conditions and home-ownership.  Learn more about the Housing Loan programs and determine if you are eligible to receive assistance. 


2009-2010 Programs
In 2009-2010 Federal Programs Division received a number of applications for a variety of activities.  Below are some of the programs administered requesting funds through local sponsors:

   Security Deposit Program
   Sponsor: Salem Housing Authority

   Description: Assistance provided to very low income families to help pay security deposits in the Salem/Keizer area.

   Tenant Based Rental Assistance
   Sponsor:  Mid-Willamette Valley Community Action Agency

   Description:  Program provides very low income households with rental assistance.

   MERIT Microenterprise
   Sponsor:  Salem-Keizer Community Development Corporation

   Description: Provides services to low-income qualified microenterprises or future entrepreneurs located within the City of Salem.

   Latino Microenterprise Program

Interface Network, Inc.

   Description:  Microenterprise services to low-income qualified microenterprises or future entrepreneurs located within the City of Salem. 

   Interim Housing Assistance
   Sponsor:  Salem Housing Authority
   Telephone number:  503.588.6368
   Description: Emergency one month rental assistance provided to very low income families in the Salem/Keizer area.
