Urban Development is committed to enhancing community prosperity through an array of programs in its major service areas. The Urban Development Department manages Airport, Housing & Social Service, Urban Renewal, Parking Services and Real Property projects for the City of Salem.

Downtown Revitalization DivisionMaintaining the livability and economic prosperity of Salem’s downtown by centralizing City and Urban Renewal activities. Urban Development leverages City resources to improve and maintain the vitality of the downtown core including Parking Services. Economic Development DivisionFacilitating economic opportunities and private investment in Salem - attracting high quality, high growth and high wage employment opportunities. Promotes investment in Salem by creating awareness of development programs, services and incentives including Airport Services. Housing and Social Services DivisionAdministering the City’s federally funded block grant, housing and social service funds to support affordable housing and other programs serving low income residents of Salem and Keizer. Focuses on core services that benefit the community, including housing and social services. Includes links to Salem Housing Authority, Home Loans, and NSP. Real Property Services DivisionManaging leases, acquisitions and sales of property for City and Urban Renewal Agency including historic and cultural resources. Provides real estate services for City Council, Urban Renewal Agency, and City Departments. |
