The Building & Safety Division is a part of the Community Development Department.  We are located in Salem's City Hall/Civic Center at 555 Liberty St SE, Room 320.  The Permit Application Center (PAC) is our customer service center to provide our customers with a one-stop approach to conducting their permitting and licensing business with the City.

General Office Hours:  Monday thru Friday, excluding holidays, 8:00am - 5:00pm
Telephone Hours:  8:00am - 5:00p,
Structural Permit Application Hours:  9:00am - 4:00pm
Electrical, Mechanical, Plumbing, Alarm & Fire Sprinkler Permit Application Hours:  8:00am-4:30pm
Permit Issuance Hours:  8:00am - 5:00pm
Permit Applications are also accepted via mail.

Inspection Hours & Information:

Inspection Request Hours:  Requests are accepted by staff on the phone between 8:00am and 5:00pm; on the automated voicemail inspection request line during non-business hours, and through our website 24/7.

Inspection requests received prior to 5:00am can receive an inspection on the same day if requested. 
Inspection requests received after 5:00am will be accomplished the following day unless a later date is requested.
Inspection requests received after 5:00am but which are needed on the same day, should be requested through an Inspection Lead - call 503-588-6256 to be connected with an Inspection Lead.
