
The City of Salem currently has several types of required Licenses, as noted below. The City of Salem however, does NOT have a general business license requirement - although other cities/jurisdictions may - if you are doing business outside the City of Salem, you will want to check with each jurisdiction separately; contact the State of Oregon, Corporations Division at 503-986-2200 to register your business name as a State requirement.
Police Protective Licenses (SRC Chapter 31) -- these require a complete application, background check advisory form for the Licensee as per SRC 31.020, and payment of the License fees. Please come prepared with your drivers license or other form of legal identification - any Police Protective License that is vehicle related requires a valid drivers license. Photos will be taken for licensing at the time of application, excepting for a Multfamily License where no photo is required. Many companies will send their Licensees with a letter of intent to hire - although this is not required, it is very helpful.
Is valid for one calendar year, expires December 31st annually and must be renewed.
Building and Trade License (SRC Chapter 33) -- these require a complete application, background check advisory form for the Licensee as per SRC 33.040, and payment of the License fees. Please come prepared with a valid drivers license or other form of legal identification. Photos will be taken for licensing at the time of application.
Is valid for one calendar year, expires December 31st annually and must be renewed.
Vehicles for Hire (SRC Chapter 34) -- these require a complete application, background check advisory form for the Licensee as per SRC 34.120, and payment of the License fees. Please come prepared with a valid drivers license for the Licensee. Photos will be taken for licensing at the time of application. Also please review the Level of Service requirements (SRC 34.008) and Qualification of Applicants for Vehicle for Hire licensing (SRC 34.090). Many companies will send their Licensees with a letter of intent to hire -although this is not required, it is very helpful.

Alarm Permits (SRC Chapter 38) -- these require a complete application and payment of the Permit/License fees.
- Fire-Monitored Alarms - fire-monitored only - Residential is valid for two years and Commercial is valid for one year, then each must be renewed.
- Universal Alarms - fire-monitored and burglar - Residential and Commercial are valid for one year, then must be renewed.
Tobacco Sales (SRC Chapter 39) -- required for any business selling tobacco products, which requires vendor-assisted sales of tobacco - see SRC 39.010 for definition. These require a complete application and payment of the License fees.
Is valid for one calendar year, expires December 31st annually and must be renewed.
