INTRODUCTION
The City of Salem has initiated the North Broadway / High Street Parking Management Plan. The purpose of this project is to develop parking management solutions within the Project Area, located in the City’s redeveloping North Downtown, which will result in the following:
- A more efficient use of parking resources in Project Area.
- Encourage flexible, market responsive parking standards that more accurately reflect the different demands for new development and redevelopment.
- Minimize conflicts between the commercial areas and adjacent residential neighborhoods.
- Reduce the need for parking variances in Project Area.
- Encourage bicycle and pedestrian use in Project Area.
The North Broadway/High Street Parking Management Plan is expected to result in amendments to the City of Salem Comprehensive Plan along with other necessary amendments to applicable City codes.

PROJECT AREA
The Project Area for the North Broadway/High Street Parking Management Plan is comprised of a primary area and a secondary area. The primary area includes businesses and residences along Broadway/High Street NE between and abutting Hood Street NE to the north, Willow Street NE to the south, 4th Street NE to the west, and 5th Street NE to the east. The secondary area radiates ¼ mile outward from the primary area and includes areas that do not directly abut the Broadway/High Street corridor, but within which parking usage patterns may impact or result from activity within the primary area. The project area includes several mixed-use developments, restaurant and retail sales uses, multi-family residential development, service oriented uses and several older established residential neighborhoods.
BACKGROUND
In December 2009, the Salem City Council (CC) adopted annual goals to direct the 2010-2011 budget decisions for the City. Those four goals include Safe Community, Livable Community, Vibrant Economy and Healthy Environment. The Project is consistent with the Livable Community goal of establishing a more flexible and dynamic relationship between parking requirement and market demand for higher density areas. There are several previous studies and current projects that relate to the Project as discussed below. The land use concepts and vision for the area were confirmed by several redevelopment plans and studies such as the North Downtown Plan (1997), the Riverfront – Downtown Urban Renewal Plan (2011), the Salem Vision 2020 Plan, the Central Salem Parking Study (2003) and the Downtown Strategic Action Plan (2011). |

The commercial corridor abutting Broadway/High Street NE was identified in the North Downtown Plan (1997) as a location suitable for a wide-range of new housing, mixed-use projects and retail developments. The North Downtown Plan identified the need for a parking management framework to analyze parking supply and demand and further study the strategies to minimize the spillover of parking into adjacent residential areas within the North Downtown area. As envisioned in the North Downtown Plan, new housing, mixed-use projects and retail developments have subsequently been built along the Broadway Street NE corridor, intensifying the need to complete and implement a parking management study.
PROJECT OBJECTIVES
- Encourage more flexible parking code standards to more accurately reflect the different demands for new development and redevelopment
- Encourage more flexible parking code requirements for developments located along transit corridors
- Increase capacity of existing parking facilities
- Identify sites to accommodate future parking demands
- Re-evaluate the existing parking code requirements to encourage the use of alternative modes of transportation and shared parking requirements
- Encourage pedestrian and bicycle facilities
- Use management, enforcement and pricing to address spillover problems
- Address local as well as regional transportation needs through proposed solutions
- Ensure coordination and actively engage property owners, businesses, residents, stakeholders, and elected and appointed officials in all phases of Project
- Minimize the need for local parking code variances
- Assess the need for additional off-street parking facilities

The North Broadway / High Street Parking Management Plan Citizen's Advisory Committee (CAC) will advise staff and the project consultant, David Evans & Associates, throughout the duration of the Study.
TIMELINE
Project Schedule
A Project Management Team, composed of City staff, ODOT staff and members of the consultant's team, has convened and held its first meeting on October 19, 2011. Staff is currently developing a public outreach plan and stakeholder mailing list, and refining the project schedule. The project is expected to conclude in the late summer or fall of 2012. Notices and information for upcoming meetings will be posted on this webpage through the life of the project.
