MINUTES

1.         ROLL CALL

2.         COMMUNICATIONS FROM THE COUNCIL, BOARDS, COMMISSIONS, AND AGENCIES 

            None

3.         FIRST OPPORTUNITY FOR APPEARANCE OF INTERESTED CITIZENS:  (This time is available for persons to comment on specific agenda  items other than public hearings, deliberations and the merits of land use issues that are reviewable by the Planning Commission at public hearings.  Each person’s comments will be limited to three minutes.)                                               

4.         CONSENT CALENDAR  (includes approval of minutes, adoption of routine items requiring Commission action) 

            4.1       Approval of Minutes:

                        None                       

4.2       Consent Reports:

                        None

5.         ADDITIONAL AGENDA ITEMS

6.         PUBLIC HEARINGS:  Hearings begin no earlier than 5:30 p.m. unless otherwise noted.  The statement of criteria will be read at the beginning of the hearings.

6.1       Code Amendment to SRC Chapter 158, Amending the IG (General Industrial) Zone(CA11-06)   (Bryce Bishop; bbishop@cityofsalem.net )

                        To permit physical fitness facilities and membership sports and recreation clubs in the General Industrial (IG) zone. 

                        Recommended Action:  Adopt Report

            6.2       Comprehensive Plan Change/Neighborhood Plan Change/Zone Change/Design Review/Site Plan Review/Zoning Adjustment Case No. CPC-NPC-ZC-DR-SPR-ADJ11-13  (Bryan Colbourne; bcolbourne@cityofsalem.net) 

                        A consolidated application for a proposed 180-unit apartment complex with off-street parking area and a 119-unit residential care facility with off-street parking area that contains:

                        1.     a Comprehensive Plan Change/Neighborhood Plan Change/Zone Change request to change the Salem Area Comprehensive Plan Map designation from “Single Family Residential” to “Multi-Family Residential” and change the zone district from RA (Residential Agriculture) to RM2 (Multiple Family Residential) and amend the West Salem Neighborhood Plan map accordingly, on an approximately 0.96 acre portion of the subject property;

                        2.     a Zone Change request to change the zone district from RM1 (Multiple Family Residential) to RM2 (Multiple Family Residential) on an approximately 9.5 acre portion of the subject property;

                        3.     a Design Review for the new apartment complex;

                        4.     a Type II Site Plan Review for the new apartment complex;

                        5.     a Design Review for the new residential care facility;

                        6.     a Type II Site Plan Review for the new residential care facility; and

                        7.     a Zoning Adjustment request to render a determination of minimum parking space requirements for the residential care facility (Standard Industrial Classification [SIC] 836) pursuant to SRC 133.100(c);

                        For property approximately 16.8 acres in size, currently split-zoned RM2, RM1, and RA, and located at the 1400 Block of Orchard Heights Road NW (Polk County Assessor's Map and Tax Lot numbers: 073W16C / 00103).

                        Recommended Action:  Adopt Report

            6.3       Consolidated Discretionary Design Review and Type II Site Plan Review Case No. DR-SPR11-01 for property ­located at 315 Commercial St SE  (Amy Dixon; adixon@cityofsalem.net)

                        A consolidated request for a Discretionary Design Review and Type II Site Plan Review for an alteration, addition and redevelopment of the site for a mixed-use building consisting of:

                        1.   107 residential dwelling units,

                        2.   19,200 square feet of gross floor area for commercial lease space,

                        3.   450 parking spaces within an existing structure, and

                        4.   35 surface parking spaces,

                        For property zoned SWMU (South Waterfront Mixed Use), located at 315 Commercial Street SE (Marion County Assessor's Map and Tax Lot Numbers: 073W27BA / 03101).

                        Recommended Action:  Adopt Report

7.         SECOND OPPORTUNITY FOR APPEARANCE OF INTERESTED CITIZENS:  (Other than agenda items)

8.         URBAN PLANNING ADMINISTRATOR’S REPORT
