1.      ROLL CALL            

2.      COMMUNICATIONS FROM THE COUNCIL, BOARDS, COMMISSIONS, AND
         AGENCIES 

          None
              
3.      FIRST OPPORTUNITY FOR APPEARANCE OF INTERESTED CITIZENS:  This time
         is available for persons to comment on specific agenda  items other than public
         hearings, deliberations and the merits of land use issues that are reviewable by
         the Planning Commission at public hearings.  Each person’s comments will be
         limited to three minutes.              
     
4.      CONSENT CALENDAR   (includes approval of minutes, adoption of routine items
          requiring Commission action)

          4.1    Approval of Minutes:

                   December 20,  2011, Minutes   (Commissioner Goss)
                   Recommended Action:   Approve

           4.2    Consent Reports:

                    None.
              
5.      ADDITIONAL AGENDA ITEMS              

6.      PUBLIC HEARINGS:  Hearings begin no earlier than 5:30 p.m. unless otherwise
         noted.  The statement of criteria will be read at the beginning of the hearings.

          6.1     Continued:  Bike and Walk Salem, Amendments to the Salem Transportation System Plan   
                   (Julie Warncke; jwarncke@cityofsalem.net)
 
                    Recommended Action:  Adopt Report 
                    (Note:  Public Hearing continued from November 1, 2011)
 
          6.2     Comprehensive Plan Change/Neighborhood Plan Change/Zone Change Case No. CPC-NPC-ZC11-12
                    for property located at the northwest corner of the intersection of Orchard Heights and Doaks Ferry Roads NW
                    (Cecilia DeSantis Urbani; curbani@cityofsalem.net)
                    To change the Salem Area Comprehensive Plan map designation from "Developing Residential" to
                    "Mixed-Use"; (2) To change the West Salem Neighborhood Plan map designation from "Single/Multi-Family"
                    to "Center"; AND (3) To change the zone district from RA (Residential Agriculture) to NCMU
                    (Neighborhood Center Mixed Use Neighborhood) for property approximately 15 acres at the NW corner of
                    the intersection of Orchard Heights and Doaks Ferry Rds NW, Polk County Assessor's map and
                    tax lot #073W17B 00400.

                    Recommended Action:  Adopt Report  

         6.3      Amendment to the Salem Transportation System Plan related to Colorado Dr NW (Cecilia DeSantis Urbani;
                   curbani@cityofsalem.net)
                   To consider amendments to the Salem Transportation System Plan for the realignment of the extension of
                   a future collector street, Colorado Dr NW.

                   Recommended Action:  Adopt Report

                              NEXT MEETING:  JANUARY 10, 2012 AT 5:30 P.M.

 It is the City of Salem’s policy to assure that no person
