2011 COUNCIL WARDS REAPPORTIONMENT

PROJECT DESCRIPTION:

Every ten years following the enumeration by the U.S. Census Bureau, the ward boundaries of the City of Salem are adjusted to equalize the population represented by each ward.  This equalization of representation is known as reapportionment.  

Reapportionment of City Council wards is occurring now because the Census Bureau released their redistricting data files from the 2010 Census in March, 2011. All new boundaries must be submitted to the county clerks by November 1, 2011, in order for them to develop revised voter precincts by their mandated deadline, January 30, 2012.

The wards repportionment process is a collaborative effort in which city leaders and staff, along with input from other interested parties, determines the best way to redefine district boundaries, while adhering to required criteria determined by the Secretary of State and other considerations adopted by City Council. Priorities and issues of importance are discussed and agreed upon prior to redistricting in order to develop a plan that works for everyone.

NEW COUNCIL WARDS BOUNDARIES: The new Council Wards Boundary Map was adopted on November 14, 2011.  The new map can be viewed by clicking HERE or by clicking on the map image to the right.

Next Steps: To maintain consistency between the adopted council ward boundaries and the City’s annexation and electoral procedures, it is also necessary to amend potions of SRC Chapter 11, which directs the assignment of newly annexed territories to council wards upon annexation.

A first reading of Ordinance 1-12, amending portions of SRC Chapter 11, took place at the January 9, 2012, City Council Meeting. The second reading for Ordinance 1-12 is scheduled for the January 23, 2012, City Council Meeting.
