Capital Improvement Projects

Summary
A capital improvement plan (CIP) is a five-year plan for financing major public assets based on City-adopted master plans, goals and policies. The purpose of a CIP is to match scarce financial resources with the capital needs of a growing community and to preserve or enhance existing capital assets to provide efficient city services.

This web map application displays the CIP for Fiscal Years 2012/2013 through to 2016/2017, with the information current as of February 2012. The CIP GIS data has points and lines, representing the different features in categories; Airport, Common Utility, Historic Structures, Parking Structures, Stormwater, Streets, Wastewater, and Water.

This resource is being offered as a value added visualization tool to the CIP Report.

Technology Used
It is developed with ArcGIS Viewer for Flex 2. Flex is an Adobe Open Source product intended for building and maintaining interactive and expressive web applications that deploy consistently on all major browsers, desktops and operating systems.

The ArcGIS Viewer for Flex is a ready-to-deploy configurable client application built with the ArcGIS API for Flex. It is designed to work with ArcGIS Server and ArcGIS Online Web services. It supports the new capabilities offered at ArcGIS Server 10.

With the ArcGIS Viewer for Flex, users can quickly create and deploy a custom GIS Web mapping application that supports: data display, interactive querying, Web editing, data extraction, geocoding, and printing. Functionality in the Viewer is based on an extensible widget programming model. Widgets are portable code blocks that provide functionality in the Viewer in a modular fashion; they can be easily added to or removed from the Viewer as needed.

Tools Description
Map Navigation
Use the navigation tools to zoom in, zoom out, and pan around! Its just like Google and Bing... use your mouse to get around town!
Filter CIP by Fiscal Year
On each CIP widget (as shown above) pressing the "Filter Results" tab will display the filter window. Select a Fiscal Year from the dropdown list, and the widget results will return the results.
Address Locate
Type in an address. The more information about an address, such as street name, street type, and suffix, the better result will be found.
A candidate list will be returned for your selection.

Note: This address find searches all of the USA, so you might get results from other locations besides Salem
Bookmarks
The Bookmark widget stores a collection of map view extents (i.e., spatial bookmarks) of the data contents displayed in the Viewer application. It also enables end users to create and add their own spatial bookmarks.
Tips and Tricks
For a different basemap experience, use the light gray canvas map. This will eliminate all the details of buildings, trees, and major landmarks. Also, it highlights the CIP features on the map for better visualization. However, this layer is only available if you are zoomed at 1:9028 and higher. (if you are too-far zoomed in, this layer is not available.)

To use the Light Gray Basemap, turn it on in the Table of Contents.
