Bike and Walk Plan Update
The Bike and Walk Salem Plan identifies and prioritizes needed improvements to the bicycle and pedestrian systems in Salem over the next 20 years with a focus on Safe Routes to Schools. The Plan provides the City of Salem with the projects and policies necessary to create a balanced, multimodal, transportation system. |

Adoption Process
On November 1, 2011, the Planning Commission opened a public hearing to consider amending the Salem Transportation System Plan (Salem TSP) as recommended in the Bike and Walk Salem Plan. The Planning Commission continued the public hearing until January 3, 2012, and again until March 6, 2012. The proposed amendments are described in the January 3, 2012, report to the Planning Commission. Check back after February 29, 2012, to review any changes recommended in response to Planning Commission comments. After the Planning Commission makes a recommendation on the proposed amendments to the Salem TSP, a public hearing will be scheduled before the City Council. |

How to Comment on the proposed amendments to the Salem TSP
- Planning Commission Public Hearing: The Planning Commission public hearing has been continued to March 6, 2012. Individuals may speak for or against the proposed amendments at the continued public hearing on Tuesday, March 6, 2012, at City Council Chambers, 555 Liberty Street SE.
- Submit Written Testimony: Written statements may be filed with the City of Salem Planning Division, 555 Liberty Street SE, Room 305, Salem OR 97301-3513, prior to 5 p.m. on Tuesday, March 6, 2012.
- On-line Comment Form: Share your comments via the on-line comment form. Comments received by Noon on March 6, 2012, will be forwarded to the Planning Commission as part of the public record.
- NOTE: If you wish to receive notice of future public hearings on the proposed amendments to the Salem TSP, you need to include your name and address with your comments.

Background
The City's master plan for bicycle and pedestrian transportation is part of the Salem Transportation System Plan (Salem TSP). The Bicycle System Element and the Pedestrian System Element were originally developed in 1996 and adopted as part of the Salem TSP in 1998. The City is now embarking on a comprehensive update to these elements with the help of a grant provided through the Transportation and Growth Management (TGM) Program, which is a joint program of the Oregon Department of Transportation (ODOT) and the Oregon Department of Land Conservation and Development (DLCD).
Project Objectives
- Adopt an Updated Bicycle Plan and Updated Pedestrian Plan.
- Prioritize bicycle and pedestrian transportation facilities and services.
- Prepare a Safe Routes to Schools plan as a component of the Updated Bicycle Plan and Updated Pedestrian Plan.
- Obtain broad public support for the Updated Bicycle and Updated Pedestrian Plans.
Stakeholder Advisory Committee (SAC)
The SAC is intended to represent the public viewpoint in discussions and to review and comment on the project deliverables. All SAC meetings are open to the public. No further SAC meetings are scheduled.
