
BIOGRO MISSION STATEMENT
The City of Salem’s Biogro Program provides an environmentally sound, publicly acceptable, cost-effective biosolids reuse program, while protecting public health, watersheds, and agricultural lands in compliance with all federal state and local biosolids regulations and management practices.
THE BIOGRO PROGRAM

The Biogro Program oversees the beneficial reuse of Salem’s biosolids including contracts associated with digester cleaning and transport and application services. Biogro staffing utilizes a program manager and two staff. All staff has extensive biosolids transport and application knowledge and wastewater treatment operations certifications. The Biogro Program Manger is responsible for the development of the program budget, the program’s future direction, and all state and federal reporting and documentation requirements.
Biogro Products
Willow Lake Water Pollution Control Facility produces liquid and dewatered Class B biosolids products. Biosolids are stabilized using the mesophilic anaerobic digestion process to meet pathogen reduction and volatile solids reduction requirements in the 40 Code of Federal Regulations (CFR) 503 Regulations under 503.32(b)(3) and 503.33(b)(1).
2011 Biosolids Production & Application Statistics
In 2011 Salem generated 2993.50 dry tons of biosolids. Salem managed 25 ClassB biosolids applications (liquid and de-watered) on various sections of 25 DEQ authorized sites consisting of livestock pasture, hay, grass and flower seed totaling 1,269 acres.
