Downtown Revitalization Division

Maintaining the livability and economic prosperity of Salem’s downtown by centralizing City and Urban Renewal Activities including public parking, safety, and security - all vital to a vibrant downtown.

The Urban Development Department focus is on core services like downtown revitalization, economic development, housing and social services. The Urban Development Department plans to leverage these resources to continue our effort to improve and maintain the vitality of the downtown core, generate additional private investment, create jobs, and address the needs of low and moderate income individuals and families in our community.

Parking Services

Parking Services helps maintain the livability and economic prosperity of Salem's downtown by maximizing the benefits in the areas of on and off street parking downtown.

Downtown "Toolbox"

The City of Salem is committed to the revitalization and restoration of the downtown core. The Downtown "Toolbox" Program offers the opportunity to make improvements to commercial or mixed-use buildings located within urban renewal area boundaries.

Riverfront-Downtown URA

The Riverfront-Downtown Urban Renewal Area is comprised of approximately 290 acres in the downtown core and bound by the Willamette River to the west.

South Waterfront URA

The South Downtown Waterfront URA is centered around the former Boise property located southwest of Salem's historic downtown core.

Downtown Strategic Action Plan

The Urban Renewal Agency adopted the Downtown Strategic Action Plan (Action Plan) on February 14, 2011. Adoption of the Action Plan does not authorize expenditure of urban renewal resources. To fund the activities described in the Action Plan, amendments to the Riverfront Downtown Urban Renewal Plan may be required.
