Description
On December 1, 2004, the Urban Renewal Agency began an environmental clean-up program on the site of the former Fred’s Fairgrounds Service Station. The property, at 2385 Fairgrounds Road NE, was obtained through condemnation to remedy hazardous conditions and neighborhood blight.
In partnership with the Oregon Department of Environmental Quality (DEQ), the US Environmental Protection Agency (EPA), the Urban Renewal Agency, and the Oregon Economic and Community Development Department (OECDD), the City's Consultant, GeoEngineers, analyzed site conditions and began excavation of the contaminated soil on April 24, 2006.
Environmental cleanup at the site occurred until May 2006. Following cleanup, groundwater and soil testing indicated the property could be redeveloped. An Easement and Equitable Servitude (EES) limits use of groundwater on the property. DEQ issued a letter of No Further Action on October 7, 2007, and the property was offered for sale.
The property was sold to North Pacific Forestry and transfer of ownership occurred in November 2008. The buyer is required to develop the property and must commence construction within two years of the close of escrow and complete construction within four years.
In November 2010, the URA approved a request by this owner to extend this time line for a two year period.
