Pre-Design W & H Pacific
Master Plan

The City of Salem, which owns the Salem Airport, intends to develop a 70-acre parcel at the south end of the airport. The property is currently zoned IC, which allows light industrial uses as well as airfield-related facilities such as hangars for aircraft storage. An Airport Master Plan was developed in 2003 that shows the potential development of this site.
The City is currently in the pre-design phase of the project with W & H Pacific and is poised to develop construction documents. Prior to launch, the City wants to ensure that the master plan layout is consistent with market demand and that the infrastructure expenses will be a viable investment. A market analysis was prepared to identify levels of demand for the industrial and/or aviation-related uses, along with projected absorption rates and revenue streams generated from land leases.
