PRIP Phase I
Roadway and streetscape improvements to Portland Road and the realignment of Pine Street had been priorities of the North Gateway Urban Renewal Area since the Urban Renewal Plan was approved by City Council in December 1990.

These improvements had also been recommended in the Salem Industrial Northgate Area Local Access and Circulation Study (SINALACS), adopted by City Council in May 1999.

Portland Road Improvement Project
Identified again in the Master Plan for area improvement in October 2000, these projects were combined and called the "Portland Road Improvement Project" (PRIP) with limits at Hyacinth in the north and Sunnyview Avenue in the south. 
There were six main objectives of the PRIP:

1. Create a “Full Boulevard” that's consistent with the concepts described in the North Gateway Urban Renewal Plan.

2. Accommodate all modes of travel, as supported by the Salem Area Transportation System Plan including: vehicles, trucks, pedestrians, bikes, and transit.

3. Improve the attractiveness of the corridor: create unique identity; reduce visual clutter and blight; encourage private redevelopment; and improve neighborhood livability.

4. Address safety issues for all travelers by reconfiguring selected intersections and constructing “traffic calming” measures such as medians, landscaping, and special pedestrian crossings.
