 The City of Salem provides direct financial assistance to meet qualified persons with their housing needs through the following programs:

Neighborhood Stabilzation Program  

These funds can be used for the acquisition and/or rehabilitation of bank owned properties.  Unlike the City's Homebuyer Program, individuals and families earning 120% of median family income may be eligible.  If you think you may qualify, prior to submitting an application you must be eligible for conventional financing and have an executed sales agreement.  These documents, along with a city application, will need to be submitted from the primary lender.

Homebuyer Assistance Loan Program
The Homebuyer Assistance Program is designed to assist low to moderate-income individuals and families in overcoming the biggest barriers to  homeownership: downpayment costs, closing costs, and loan fees.  The City of Salem's Urban Development Department provides up to $14,000 towards the purchase of a home.

Single Family Housing Rehabilitation Loan Program

The Single Family Housing Rehabilitation Loan Program is designed to assist low to moderate-income individuals and families and ensure that Salem’s homes are decent, safe, and sanitary.  The Home Rehabilitation Program provides up to $30,000 for eligible repairs, as listed below, and up to $10,000 to mitigate lead-based paint hazards.

Single Family Critical Needs Repair Loan Program         
The City of Salem’s Critical Repair Loan Program is intended to assist low to moderate income homeowners with financing necessary to make critical and immediately needed repairs to their homes.  The program provides homeowners up to $10,000 to make approved essential repairs and helps to preserve the City’s housing stock.  Eligible improvements include:

  • Roofing
  • Heating System
  • Plumbing
  • Electrical 
  • Structural Repairs
  • Mobility/Accessibility Modification
