Neighborhood Stabilization Program (NSP) Maps

To determine if a foreclosed home is in an eligible City of Salem block group or tract area there are three options:

  1. Download Google Earth onto your desktop following these instructions Google Earth.  Download the City of Salem Neighborhood Stabilization Program kmz file onto your desktop.   Once that file has been downloaded, double click on the kmz file icon.  Homes located in the Orange or Blue colored areas will qualify with the City of Salem.  

    If you have difficulty downloading the Google or kmz files, please contact Toni Payseno at Tpayseno@cityofsalem.net or at 503.588.6178 x7539 for assistance.   

    Those foreclosed homes located in the Green area, contact the State of Oregon:

  2. The census and block tracts on the map below are the eligible funding areas.  Homes located in these areas would meet the eligibility requirements for the Neighborhood Stabilization Program.   Click on a specific Tract Number on the large map below to open a PDF map of that neighborhood.

    To print a hard copy, click on the Tract Number and open that PDF, select File and then Print and select your printer.  Once your printer has been selected, find the Page Scaling and select "fit to printable area" or "shrink to printable area" and then OK.   Or open/save a searchable map of the entire area with imbedded links.   If you require hard copies of these maps please contact Toni Payseno at Tpayseno@cityofsalem.net or 503.588.6178. 

  3. Another option is to visit the US Census Bureau Fact Finder to determine the census tract/block group numbers by a specific address.  Click on the folder tab "address search."
