2009-2013 Consolidated Plan
The City of Salem's 2009-2013 Consolidated Plan identifies the priority needs of the Salem and Keizer area. These priorities impact the preservation of affordable housing to low and very low-income neighborhoods within Salem and Keizer. The Consolidated Plan has identified primary goals for allocating CDBG and HOME funds. Below is a summary of those goals:

Analysis of Impediments to Fair Housing
The Analysis of Impediments to Fair Housing (AI). This AI reviews the community’s laws, administrative procedures, and other practices that have an effect of restricting the housing choice of residents of Salem and Keizer.
Citizen Participation Plan
The Citizen Participation Plan (CPP) provides for and encourages citizens of Salem and Keizer to participate in the planning, development, implementation, and evaluation of the City's Housing and Community Development Plans and Programs. The CPP lays out processes for public comments and evaluation of proposed projects that use CDBG and HOME dollars.
Neighborhood Revitalization Strategy Area (NRSA)
As part of the Housing and Community Development Consolidated Plan, the City is designating sections of Salem as Neighborhood Revitalization Strategy Areas. Communities designated as NRSA's are offered enhanced flexibility in undertaking community economic development, housing, and public service activities with CDBG funds. The NRSA includes sections of SESNA, North East Neighbors, Grant, Highland, and Central Salem Neighborhoods.
2009-1010 One Year Annual Action Plan
The 2009-2010 Annual Action Plan, implements strategies identified in the Consolidated Plan. The Plan represents an annual comprehensive implementation approach to addressing homelessness, community economic development, affordable housing, and neighborhood revitalization.
