The City of Salem is committed to the revitalization and restoration of the Riverfront-Downtown Urban Renewal Area.

The Downtown "Toolbox" Building Rehabilitation / Restoration Program offers property and business owners the opportunity to make improvements to commercial or mixed-use buildings located in the Riverfront-Downtown Urban Renewal Area, Map of URA.

Funds are available as low-interest loans and matching grants.
Funds can be used for a variety of costs.
