In addition to overseeing all Airport, Housing & Social Service, Urban Renewal, Parking Services and Real Property projects, programs, and transactions, the Director's Office also manages the daily department operations, contracts, and finances. 

The Director's Office also ensures efficient and timely support is provided to the City Council, Urban Renewal Agency Board, the Department's Advisory Boards and Committees, and serves as primary support to the Mill Creek Implementation Committee (a joint committee comprised of City of Salem, Urban Renewal Agency, and State of Oregon representatives).  Staff promote awareness of economic and community development programs, services and economic incentives offered by the City of Salem; leverage Agency/City funds against available area sources for economic development activities; and work with economic development partners and the development community to actively promote investment in the Salem community.  Contract Administration assists project coordinators in soliciting bids and developing, executing, and administering contracts pursuant to federal, state, and local requirements. Finance staff develop and monitor the Department and the Urban Renewal Agency's annual budgets and handle all receipt and expenditure documentation for dedicated program funds.  View adopted 2009-2010 Department and Agency budgets.

Director Rick Scott
Rick Scott is a long time resident of Salem and the Willamette Valley, graduating from South Salem High School and the University of Oregon.  Rick has had a distinguished career with the City of Salem.  Since 1983, he has served as citywide ombudsman and special project coordinator, Street Superintendent in Public Works, and Administrator of Parks Operations Planning.  On November 2003, Rick became Director of the Urban Development Department.  In July 2009 the Department expanded to include the Salem Municipal Airport, Salem Housing Authority, Social Services, and Downtown Parking Services.

Assistant Director John Wales
John Wales, Assistant Director, brings a great deal of private and public sector experience to Urban Development, including seven years with the Oregon Department of Administrative Services as the Manager of Real Property Services and 18 years with Pacific Gas and Electric Company as the Senior Facilities Planner, Corporate Headquarters Property Strategist, and Director of Property Planning and Real Estate Transactions.

The City of Salem Urban Development Department has received EarthWISE Certification from Marion County’s program for businesses at all four office locations: the Salem Airport, Salem Housing and Social Services, Salem Parking Services, and the Urban Development Director’s office.

Fewer than 75 Marion County companies have achieved this certification. EarthWISE, meaning Workplace Initiative for Sustainable Enterprise, has several focus areas: recycling, waste reduction and prevention, environmentally preferable purchasing, energy efficiency and conservation, water pollution prevention, and outreach and education.

In order to obtain an EarthWISE certification, a business must complete the application, meet certification criteria, and pass an on-site assessment.  Businesses must show evidence of complying with the program guidelines, in order to renew their certification every two years.

To receive EarthWISE certification, the divisions within Urban Development made several adjustments including: reviewed purchasing policies to better utilize environmentally friendly office products, cleaning products, and energy efficient appliances and fixtures at its offices and Housing and Social Services residential properties; adjusted business equipment and document management processes to reduce paper use; replaced airport ramp lights with high efficiency/low energy bulbs; reset HVAC settings in the airport terminal building; and added a “green corner” in the UD Quarterly newsletter.
