The Urban Development Department oversees all Airport, Housing & Social Services, Urban Renewal, Parking Services, and Real Property projects, programs, and transactions, manages the daily department operations, contracts, and finances. The Director's Office also ensures efficient and timely support is provided to the City Council, Urban Renewal Agency Board, the Department's Advisory Boards and Committees, and serves as primary support to the Mill Creek Implementation Committee (a joint committee comprised of City of Salem, Urban Renewal Agency, and State of Oregon representatives).
Staff promote awareness of economic and community development programs, services, and economic incentives offered by the City of Salem; leverage Agency/City funds against available area sources for economic development activities; and work with economic development partners and the development community to actively promote investment in the Salem community.

Director John Wales John Wales, Director, brings a great deal of private and public sector experience to Urban Development, including seven years with the Oregon Department of Administrative Services as the Manager of Real Property Services and 18 years with Pacific Gas and Electric Company as the Senior Facilities Planner, Corporate Headquarters Property Strategist, and Director of Property Planning and Real Estate Transactions.
Assistant Director Doug Rux Doug Rux, Assistant Director, formerly served as the Community Director and the Economic Development Director for the City of Tualatin. He brings extensive experience in urban renewal, planning, and economic development.
