Salem Housing Authority provides rent and security deposit assistance to eligible households experiencing an unexpected reduction in income, unexpected increase in living expenses, or higher utility costs during cold weather months. These programs are designed to help families and individuals avoid becoming homeless.
The Interim Emergency Assistance Program and HOME Tenant-Based Assistance (TBA) Security Deposit Program are operated through agreement with the City of Salem. Funding is limited and must be spent by the end of each funding year.
Interim Assistance Program
The Interim Housing Program is funded from the City of Salem's Community Development Block Grant (CDBG) program. Interim cash assistance helps eligible families with a temporary lapse in income or unexpected increase in living expenses to avoid becoming homeless. Funds may be used to pay up to one month of rent or a security deposit.
Security Deposit Program
The Security Deposit Program is funded through U.S. Dept. of Housing & Urban Development's HOME Tenant Based Assistance program. This program provides one-time security deposit assistance for households that have just been issued a voucher. Eligible households have income less than 50 percent of area median income and are families with minor children, or single persons who are elderly, disabled or pregnant, among other criteria.
