Section 8 Voucher Program (Fact Sheet).
The Section 8 Housing Choice Voucher (HCV) Program provides rent assistance to low-income families, individuals, and persons with disabilities. Eligible participant households receive a voucher to rent homes in the private market. Eligibility for the voucher is based on household income. The voucher pays a portion of the rent and the household pays 30 to 40 percent of income for rent and utilities. View Voucher Program Frequently Asked Questions (FAQs).

Section 8 Moderate Rehabilitation Program (Fact Sheet)
Private property owners offer rehabilitated rental units in the Salem-Keizer area through HUD’s Moderate Rehabilitation (MOD Rehab) Program. SHA refers eligible housing applicants to these properties when there are vacancies.
One property is a 10-unit apartment complex with 1, 2 & 3 bedroom units.
The other two properties are Single Room Occupancy units for eligible single women. These complexes feature handicapped accessible units and furnished sleeping rooms with shared kitchen, restroom, and community space. Priority is given to homeless women, although single non-homeless women may apply. Tenant rent is based on monthly income. All utilities are included (excluding telephone).
Public Housing (Fact Sheet)
Public Housing sites for families are leased to low-income residents at 30% of monthly gross income (80% below median). All rental units have washer-dryer hookups and playgrounds, and are conveniently located near services in Salem/Keizer. Rentals are offered through these property management offices:

SHA offers affordable fixed rate, income-based and market rate rental units. For units with a fixed rent amount, household income must be twice the rent charged for the unit, unless you have a Housing Choice Voucher.
