A Section 8 recipient can use a voucher to rent housing of his/her choice from a private landlor d, as long as the rent amount is appropriate, the housing unit passes inspection, and other conditions are met. Recipients will pay approximately 30 percent of their adjusted monthly income for rent and utilities. Section 8 Moderate Rehabilitation Learn More Contact & Single Occupancy Units (SRO)
Private landlords offer rehabilitated rental units in the Salem-Keizer area through HUD’s Moderate Rehabilitation (MOD Rehab) Program. SHA maintains the waiting list and refers eligible applicants to these properties when there are vacancies. One property is a 10-unit apartment complex with 1, 2 & 3 bedroom units and one property offers Single Room Occupancy (SRO) units for single women. The SRO site features handicapped accessible units and furnished bedrooms with shared kitchen, restroom and community space.
Priority is given to single homeless women. Single women who are not currently homeless may be served based on availability. Tenant rent is based on monthly income.

SHA owns 307 public housing units. Residents pay rent directly to SHA, and may choose between paying a flat rent or approximately 30% of the household's adjusted monthly income for rent and utilities. Contact

SHA owns, or through partnership, manages 339 other funded and tax credit units throughout the Salem area. As with public housing, the funding is tied to specific housing units and residents pay their share of the rent directly to SHA. Contact
Family Self Sufficiency
The Family Self Sufficiency (FSS) Program assists Housing Choice Voucher and Public Housing clients to move from public assistance to self-sufficiency. Salem Housing Authority has three Family Self Sufficiency coordinators who provide case management to 161 FSS clients. The FSS coordinators collaborate with community partners to locate personal development and training resources that build the potential for long term economic success. Coordinators meet quarterly with FSS clients to help them develop five-year self sufficiency plans. Successful participants have completed college, secured permanent jobs, and have purchased their own homes as a result of the skills learned in this valuable incentive-based program.
