INTRODUCTION
The official Salem Area Comprehensive Plan (SACP) map is out of date and is not accurate and, therefore, not available for public distribution. A solution is to adopt a digital version. The digital format allows for more efficient and timely updates to the Comprehensive Plan map. Adopting a digital map as the official map would be consistent with the adoption of the digital zoning map, which was completed in February 2002.
Before the City can adopt the digital map as the official SACP map, the City must correct the inconsistencies between the existing Comprehensive Plan and Zoning maps. These inconsistencies must be resolved because Oregon Revised Statues (ORS) 197.175(b) requires land use regulations to consistently implement the Salem Area Comprehensive Plan. Also, resolving these inconsistencies will eliminate development uncertainties for the property owners.
Once adopted by City Council, the map will be regularly updated and maintained by the Geographic Information System (GIS) Section of the Planning Division and copies of the updated Comprehensive Plan will be made available for public distribution.
