2. REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES: Representatives of City Boards, Commissions and Committees may comment on any item of City business except public hearings, deliberations and the merits of land use issues that are reviewable by Council at public hearings. Representatives must sign up prior to the commencement of this meeting in order to present testimony.

(a) Salem Senior Center Strategic Operations Plan (CS)

Recommended Action: It is recommended that City Council approve the Salem Senior Center Strategic Operations Plan as presented by the Salem Senior Center Advisory Commission.

(b) Salem Youth Advisory Commission Update (CS)

3. PUBLIC COMMENT: Up to thirty minutes is available for persons other than City Boards, Commissions and Committee representatives to comment on specific agenda items other than public hearings, deliberations and the merits of land use issues that are reviewable by Council at public hearings. Each person’s comments will be limited to three minutes.

Time will be provided at the end of the meeting for comments on issues of City business not on the agenda.

   (a) Resolution No. 2007-4 Dedicating property located at the southerly terminus of Limelight Avenue NW within Hidden Springs Estates, Eola View Subdivision, for street and right-of-way - Ward  8 - Councilor Clem - West Salem    (PW)

Recommended Action: Staff recommends that City Council adopt Resolution No. 2007-4.

(b) Resolution No. 2007-5 Dedicating property located at the northerly terminus of Owl Drive within Sunnyside Ridge No. 2 for street and right-of-way - Ward 4 - Councilor Sullivan - South Gateway (PW)

Recommended Action: Staff recommends that City Council adopt Resolution No. 2007-5.

* (c) Resolution No. 2007-6 Authorizing a Transfer of Appropriation to be Expended for the Purpose of Upgrading the Existing 800 MHZ Radio System Internal Controllers (PD)

    Recommended Action: Staff recommends that City Council approve Resolution No. 2007-6 transferring $215,000 from city services fund, radio communications division materials and services, to city services fund, radio communications division capital outlay in order to upgrade the existing 800 MHz radio system controllers with MTC3600 radio system controllers.

Recommended Action: Judge Aiken requests the appointment of Frank R. Gruber as Municipal Judge Pro Tempore effective January 22, 2007.
