1.   ROLL CALL


   1.1 Presentations:

   (a) Social Service Contractor Presentation YWCA Emergency Resource Assistance Program   


2.   REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES: Representatives of City Boards, Commissions and Committees may comment on any item of City business except public hearings, deliberations and the merits of land use issues that are reviewable by Council at public hearings.  Representatives must sign up prior to the commencement of this meeting in order to present testimony. 
  

3.   PUBLIC COMMENT: Up to thirty minutes is available for persons other than City Boards, Commissions and Committee representatives to comment on specific agenda items other than public hearings, deliberations and the merits of land use issues that are reviewable by Council at public hearings.  Each person’s comments will be limited to three minutes.

Time will be provided at the end of the meeting for comments on issues of City business not on the agenda.  


All agenda items marked by  *  require action by Council at this meeting meeting.

   (a) Resolution No. 2007-7   Authorizing the Issuance and Sale of Water And Sewer Subordinate Obligations, in One or More Series, and Revenue Bonds, in One or More Series, in an Aggregate Principal Amount not to Exceed $140,000,000; an Extension of the Term of the City of Salem's Existing Revolving Line of Credit and Financing Agreement with Bank of America, N.A. and an Increase in the Maximum Principal Amount; and Related Matters     (AS)

    Recommended Action: Staff recommends that City Council approve Resolution No. 2007-7 (see staff report for full recommendation).

    Recommended Action:  Staff recommends that City Council approve the same funding categories as delineated in the Facts and Findings #2 section of the staff report and authorize the Social Service Advisory Board (SSAB) to proceed with the process of determining final recommendations to City Council regarding funding emergency social services.

    Recommended Action: Staff recommends that City Council authorize approval of the Interagency Agreement.


   (l) Oregon Liquor Control Commission Process     (PD)

    Recommended Action:  Information only.


   (m) "Best of the West" drinking water campaign     (PW)

    Recommended Action:  Information only.


   (n) Sidewalk Repair Task Force Membership     (PW)

    Recommended Action:  Information only.


   (o) Downtown Improvement District Issues Forum      (CM)

    Recommended Action:  Staff recommends that City Council approve sponsorship of a public forum for gathering and discussion of issues associated with the creation of a Downtown Improvement District.


 *  (p) Legislative Report     (CM)

    Recommended Action:  Council of Legislative Subcommittee recommends that City Council adopt the positions recommended by the Legislative Subcommittee.


   (q) Letter from City of Portland Regarding High Levels of Benzene in the Air     (CM)
    
    Recommended Action:  Council Legislative Subcommittee recommends that the letter be referred to staff for more information.


5.   SPECIAL ORDERS OF BUSINESS:   (Includes consideration of items deferred from the consent calendar and any action item which requires a selection among options, or consideration of matters of special importance to the Council)

   (a) Continuation of Public Hearing :  Petition-Initiated Vacation of Unopened McGilchrist Street SE Right-of-Way, West of 12th Street SE - Wards 2 and 3 - Councilors Tesler and Nanke - SCAN, SESNA and Morningside     (PW)

    Recommended Action: Staff recommends that City Council approve the petition-initiated vacation of unopened McGilchrist Street SE right-of-way, west of 12th Street SE, subject to the condition to reserve an access easement, to reserve a Public Utility Easement for maintenance of existing utilities, and for petitioners to pay an assessment of special benefit.


  (b) City-Initiated Vacation - Alley that runs from Gaines Street NE to Hood Street NE
     Between Broadway Avenue NE and 5th Street NE - Ward 1 - Councilor Walker - GRANT     (PW)

    Recommended Action: Staff recommends that City Council approve the City-initiated vacation of an alley that runs from Gaines Street NE to Hood Street NE between Broadway Street NE and 5th Street NE, subject to the condition to provide a Public Utility Easement for maintenance of existing utilities              (see Attachment A, area of proposed vacation, of the staff report).
 

8.   CALENDAR OF ORDINANCE BILLS:

   8.1 FIRST READING OF ORDINANCE BILLS
           
   (a) Ordinance No. 1-07   Relating to Screening of Vehicular Storage Areas within all Residential Areas; repealing SRC 130.500

    Recommended Action: Staff recommends that City Council hold a public hearing on Ordinance No. 1-07 and advance it to second reading for enactment. Enactment of Ordinance No. 1-07 would amend SRC 130.500 by deleting the screening requirements for recreational vehicles, but not for other vehicles stored in side and rear yards of residential properties.


   8.2 SECOND READING OF ORDINANCE BILLS
   
   (a) Ordinance No. 72-07   Relating to Definitions for Health and Sanitation and for Property Maintenance; amending SRC 47.020 and SRC 50.025; and declaring an emergency
