2.   REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES: Representatives of City Boards, Commissions and Committees may comment on any item of City business except public hearings, deliberations and the merits of land use issues that are reviewable by Council at public hearings.  Representatives must sign up prior to the commencement of this meeting in order to present testimony.

   (a) Social Service Contractor Presentation regarding Child Abuse Prevention

3.   PUBLIC COMMENT: Up to thirty minutes is available for persons other than City Boards, Commissions and Committee representatives to comment on specific agenda items other than public hearings, deliberations and the merits of land use issues that are reviewable by Council at public hearings.  Each person’s comments will be limited to three minutes.

   Time will be provided at the end of the meeting for comments on issues of City business not on the agenda.

4.   CONSENT CALENDAR: All items on the Consent Calendar that will be adopted as a group by a single motion.

   (a) February 26, 2007


   4.2 RESOLUTIONS:
   
   (a) Resolution No. 2007-11   Authorizing Application for the Designation of Salem, Oregon as a Preserve America Community

    Recommended Action: The Salem Historic Landmarks & Design Review Commission recommends that City Council adopt Resolution No. 2007-11.
 

   (b) Resolution No. 2007-13   Dedicating property located at the westerly terminus of Eagle Feather Street NW within Eagles View No. 3, for street and right-of-way - Ward 8 - Councilor Clem - West Salem    (PW)

    Recommended Action: Staff recommends that City Council adopt Resolution No. 2007-13.


   (c) Resolution No. 2007-14   Dedicating property located at the northerly terminus of Golden Eagle Street NW within Eagles View No. 1 and the westerly terminus of Bald Eagle Avenue NW, for street and right-of-way - Ward 8 - Councilor Clem - West Salem    (PW)

    Recommended Action: Staff recommends that City Council adopt Resolution No. 2007-14.

   (d) Resolution No. 2007-15   Dedicating property located South of Less Street SE and North of Waller Street SE and east line of 12th Street in the 900 block, for street and right-of-way - Ward 2 - Councilor Tesler - SESNA    (PW)
   
    Recommended Action: Staff recommends that City Council adopt Resolution No. 2007-15.


   4.3 ROUTINE ITEMS:
 
 *    (a) Intergovernmental Agreement with Mid-Willamette Valley Council of Governments - Ward 2 - Councilor Tesler - CAN-DO   (AS)

    Recommended Action:  Staff recommends that City Council approve the Intergovernmental Agreement (attached to the staff report) with the Mid-Willamette Valley Council of Governments to provide organizational support, staff facilitation and procurement of specialized consulting services needed to assist the Salem Downtown Strategy Steering Committee.


 *  (b) Subdivision Review Committee - Hidden Valley Estates Subdivision Plat No.   04-7 Amendment - Alan Chen - 3237 Hidden Valley Drive NW - Ward 8 - Councilor Clem - West Salem    (CD)

    Recommended Action:  Receive and File.


   (c) Middle School POWER Program - Funding Update    (CS)

    Recommended Action:  Information only.


   (d) Softball Update - Ward 8 - Councilor Clem - West Salem    (CS)

    Recommended Action: Information only.

   (a) Major Amendment to add a project to the Pringle Creek Urban Renewal Plan - Ward 2 - Councilor Tesler - CAN-DO    (UD)
    
    Recommended Action:  Staff recommends that City Council approve Ordinance No. 81-07, amending the Pringle Creek Urban Renewal Plan to add a new project to the Plan allowing for Agency participation in construction of a mixed-use building and on-site parking on the Agency-owned property at 295 Church Street SE.

   8.1 FIRST READING OF ORDINANCE BILLS
           
   (a) Ordinance No. 80-07   Vacating Unopened McGilchrist Street SE Right-of-way, West of 12th Street S - Wards 2 and 3 - Councilors Tesler and Nanke - SCAN, SESNA, and Morningside    (PW)

    Recommended Action: Staff recommends that City Council advance Ordinance No. 80-07 to second reading.
