2.   REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES:  Representatives of City Boards, Commissions and Committees may comment on any item of City business except public hearings, deliberations and the merits of land use issues that are reviewable by Council at public hearings.  Representatives must sign up prior to the commencement of this meeting in order to present testimony.  

   (a) Annual Report of the Salem Cultural and Tourism Promotion Advisory Board     (CM)

     
3.   PUBLIC COMMENT:  Up to thirty minutes is available for persons other than City Boards, Commissions and Committee representatives to comment on specific agenda items other than public hearings, deliberations and the merits of land use issues that are reviewable by Council at public hearings.  Each person’s comments will be limited to three minutes.

   Time will be provided at the end of the meeting for comments on issues of City business not on the agenda.

   (f) Neighborhood Task Force Report   (CS)

    Recommended Action: Staff recommends that City Council receive the Neighborhood Task Force Report and refer it to staff for analysis and recommendation on disposition of the Task Force recommendations.


   (g) Exploring Minto Island Acquisition Strategies - Wards 2, 7 and 8 - Councilors Tesler, DeHart and Clem - CAN-DO - South Salem - SCAN - Croisan Illahe - West Salem      (UD)

    Recommended Action: Information only.


   (h) South Waterfront Urban Renewal Area - Ward 2 - Councilor Tesler -             CAN-DO    (UD)

    Recommended Action: Staff recommends that City Council confirm the proposed boundary of the South Waterfront Urban Renewal Area which will include area removed from the Pringle Creek Urban Renewal Area, property owned by Boise Cascade on Minto Brown Island, and incorporate commercially zoned property along Commercial Street between Mission and Owens as shown on Attachment A of the staff report.

   (a) Ordinance No. 85-07, Exhibit 1, Exhibit 2, Exhibit 3-7, Exhibit 8  (Staff Report of March 26, 2007) Relating to the Salem Transportation System Plan and amending SRC 64.230     (PW)  

    Note: A supplemental staff report from Public Works is included in the packet.
    
    Recommended Action:  Staff recommends that City Council advance Ordinance No. 85-07 to second reading for enactment with the following additional amendment: Add a new project in Ordinance No. 85-07, Exhibit 2, Street System Element, on Boone Road SE, to lower the hill east of Kinsington Street SE.

   8.1 FIRST READING OF ORDINANCE BILLS

   (a) Ordinance No. 89-07 Revising the Assessment Established by Ordinance Bill No. 46-04 - Ward 7 - Councilor DeHart - Sunnyslope     (AS)

    Recommended Action:  Staff recommends that City Council pass Ordinance No. 89-07, adjusting assessment of system development charges.


   8.2 SECOND READING OF ORDINANCE BILLS
   
   (a) Ordinance No. 86-07   Providing Financing to Property Owners for Payment of Parks, Water, Sewer, and Transportation System Development Charges Against Property Located in Salem, Oregon Making Provisions Therefor; and Declaring an Emergency - Wards 1, 4, 6 and 8 - Councilors Walker, Sullivan, Rogers and Clem - NOLA, South Gateway, ELNA and West Salem    (PW)


   (b) Ordinance No. 87-07   Providing for the assessment of a water line against property located at 1790 Barnes Avenue SE, making provision therefor; and declaring an emergency - Ward 4 - Councilor Sullivan - South Gateway    (PW)

C. ACTION ITEMS:


 (1) Funding for Downtown Planters and Trash Receptacles - Ward 2 - Board Member Tesler - CAN-DO   (CM)

  Recommended Action:  Staff recommends that the Urban Renewal Agency Board approve up to $70,000 from Urban Renewal funding to deliver and purchase 55 trash receptacles and 20 planters for the downtown core area. 

 (2) South Waterfront Urban Renewal Area - Ward 2 - Board Member Tesler -    CAN-DO    (UD)

  Recommended Action:  Staff recommends that the Urban Renewal Agency Board confirm the proposed boundary of the South Waterfront Urban Renewal Area which will include area removed from the Pringle Creek Urban Renewal Area, property owned by Boise Cascade on Minto Brown Island, and incorporate commercially zoned property along Commercial Street between Mission and Owens as shown on Attachment A of the staff report.
