  Recommended Action:  Staff recommends that the Urban Renewal Agency Board cancel the July 16, 2007 Urban Renewal Agency meeting to provide a summer break.
 
     * (b) Approval of the Subordination Agreement related to Sunwest and the Fairview Industrial Park - Ward 3 - Board Member Nanke - Morningside    (UD)

  Recommended Action:  Staff recommends that the Urban Renewal Agency Board authorize the Executive Director to execute the subordination agreement related to a loan from SELCO Credit Union to Sunwest Properties, LLC, which is necessary to facilitate a construction loan for the development at Fairview Industrial Park.

  Recommended Action:  Staff recommends that City Council approve a summer meeting schedule that provides a three week break by not scheduling City Council meetings on July 16, 23 or 30 as outlined in option 1 of the facts and findings section of the report.
 

     * (b) Airport Terminal Lease with General Services Administration      (CD)

  Recommended Action:  Staff recommends that City Council authorize the City Manager’s Office to sign the lease (attached to the staff report) with the GSA.

4. PUBLIC HEARINGS:

 (a) Appeal of Final Decision of the Historic Landmarks and Design Review Commission of Historic Review Case No. 07-7; 1197 High Street SE - Ward 2 - Councilor Tesler - SCAN    (CD)

  Recommended Action:  Staff recommends that City Council uphold the Historic Landmarks and Design Review Commission decision (Attachment A of the staff report) that approved the request, subject to two conditions of approval:               1) Replace the front door with one matching the historic style (wood with a full-length single light) as illustrated in the early photographs (1978) of the subject house and the current door on the identical neighboring house at 1145 High Street SE (Attachment D of the staff report); and 2) Replace each of the two double-hung, first-story windows that flank the front door with fixed windows matching the early photographs (1978) of the subject house.
  

 (b) Formation of a reimbursement district for sanitary sewer construction by Genesis Subdivisions - Ward 4 - Councilor Sullivan - South Gateway    (PW)

  Recommended Action: Staff recommends that City Council adopt Resolution No. 2007-44, creating a reimbursement district for the construction of 12-inch sewer main that is available to serve properties other than the Genesis Subdivisions and establishing an interest rate to be applied to the reimbursement fee as a return on investment.
