D.1 ACTION ITEMS:
      
* (a) Resolution No. 07-7 URA  Authorizing the Issuance of Urban Renewal Bonds, Authorizing a Supplemental Bond Declaration, Delegating Authority to Negotiate and Execute all Documents, and Related Matters - Ward 2 - Board Member Tesler - CAN-DO     (AS)

Recommended Action:  Staff recommends that the Urban Renewal Agency Board adopt Resolution No. 07-7 URA authorizing the issuance of tax-exempt Urban Renewal bonds, Series 2007 in an aggregate amount not-to-exceed $1,100,000; authorizing a supplemental bond declaration; delegating authority to the Administrative Services Director to negotiate and execute all documents, to undertake any matters related thereto, and to repay from Tax Increment Revenue the debts and all cots of issuance.  

* (b) Resolution No. 07-8 URA  Authorizing the Issuance and Negotiated Sale of the North Gateway Urban Renewal Area Short-Term Subordinate Urban Renewal Bond, Series 2007 - Ward 8 - Board Member Clem - West Salem (AS)

Recommended Action:  Staff recommends that the Urban Renewal Agency Board adopt Resolution No. 07-8 URA authorizing the Series 2007 Bond in the amount of $2,000,000; authorizing the Administrative Services Director to execute and deliver necessary documents with the City’s Financing Entity of Record, Bank of America and to repay from Tax Increment Revenue the debts and all costs of issuance on June 29, 2007.

* (c) Resolution No. 07-9 URA  Authorizing the Issuance and Negotiated Sale of the West Salem Urban Renewal Area Short-Term Subordinate Urban Renewal Bond, Series 2007 - Ward 2 - Board Member Tesler - CAN-DO (AS)
 
Recommended Action:  Staff recommends that the Urban Renewal Agency Board adopt Resolution No. 07-9 authorizing the issuance and negotiated sale of the West Salem Urban Renewal Area short-term subordinate urban renewal bond, Series 2007 (the Series 2007 Bond) in the amount of $5,000 to pay for the costs of projects authorized by the West Salem Urban Renewal Plan; authorizing the Administrative Services Director to execute and deliver necessary documents with the City’s Financing Entity of Record, Bank of America and to repay from Tax Increment Revenue the debts and all costs of issuance on July 2, 2007.

* (d) Resolution No. 07-10 URA  Authorizing the Issuance and Negotiated Sale of the Riverfront-Downtown Urban Renewal Area Short-Term Subordinate Urban Renewal Bond, Series 2007 - Ward 5 - Board Member Stucky - Highland and Northgate     (AS)

Recommended Action:  Staff recommends that the Urban Renewal Agency Board adopt Resolution No. 07-7 URA, authorizing the issuance of tax-exempt urban renewal bonds in the amount of $1,800,000 and closing on June 28, 2007, to finance the costs of urban renewal projects authorized by the Riverfront/Downtown Urban Renewal Plan; delegating authority to the Administrative Services Director to negotiate and execute all documents, to undertake any matters related thereto, and to repay from Tax Increment Revenue the debts and all costs of issuance on June 29, 2007.

4.  ACTION ITEMS:  

* (a) 23rd Street SE Extension Construction and Land Purchase - Ward 2 - Councilor Tesler - SESNA (PW)

Recommended Action: Staff recommends that City Council: 1) Authorize staff to proceed with acquisition of right-of-way and construction of the 23rd Street Extension; and 2. Allow the City Manager to enter into a purchase and sale agreement to acquire a remnant parcel on the southwest quadrant of the former Curly’s Dairy property of approximately 25,000 square feet for expansion of the City Shops complex.

  
5. PUBLIC HEARINGS:

(a) Continuation of Public Hearing: Salem Transportation System Plan Amendments - to take further testimony and input on 23rd Street SE - Ward 2 - Councilor Tesler  - SESNA and Morningside  (PW)

Recommended Action:  Staff recommends that City Council deliberate and advance Ordinance No. 85-07 to second reading for enactment, including the following additional amendment, previously recommended in the public hearing staff report dated April 23, 2007: Add new medium priority project in Ordinance No. 85-07, Exhibit 2, Street System Element, on Boone Road SE, to lower the hill east of Kinsington Street SE.
