2. REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES: Representatives of City Boards, Commissions and Committees may comment on any item of City business except public hearings, deliberations and the merits of land use issues that are reviewable by Council at public hearings. Representatives must sign up prior to the commencement of this meeting in order to present testimony.

(a) Cultural and Tourism Promotion Advisory Board - FY 2006-07 Cultural and Tourism Fund third quarter financial report


3. PUBLIC COMMENT: Up to thirty minutes is available for persons other than City Boards, Commissions and Committee representatives to comment on specific agenda items other than public hearings, deliberations and the merits of land use issues that are reviewable by Council at public hearings. Each person’s comments will be limited to three minutes.

* (a) Resolution No. 2007-71 Setting Fees and Charges for Department of Community Services Parks and Recreation Program/Facility Use (CS)

Recommended Action: Staff recommends that City Council adopt Resolution No. 2007-71 setting the Department of Community Services parks and recreation facility use and program fees and charges for fiscal year 2007-08.

* (a) Intergovernmental Agreement with the Mid-Willamette Valley Council of Governments     (AS)

Recommended Action: Staff recommends that City Council approve the Intergovernmental Agreement with the Mid-Willamette Valley Council of Governments attached to the staff report, to provide organizational support, staff facilitation and procurement of specialized consulting services needed to assist Go Salem Downtown!.

* (b) Reappointment of Municipal Judge Pro Tempore     (AS)

Recommended Action: Judge Aiken requests that Municipal Judge Pro Tempore, Lynda Olson, be reappointed by City Council to serve another term in this position.

* (m) State Area Plan for the Southeast Salem Area (formerly the Oregon State Corrections Area Plan) - Ward 2 - Councilor Tesler - SEMCA    (CD)

Recommended Action: Staff recommends that City Council direct staff to draft a letter objecting to any reference to the construction of new or replacement facilities for housing prisoners within the State Area Plan for the Southeast Salem Area.

(n) Amend Interim Policy for Processing Final Plat and Driveway Permit Variances (CD)

Recommended Action: Staff recommends that City Council amend the interim policy and review subdivision and partition final plats administratively in conformance with State law.

(o) Softball Update - Ward 8 - Councilor Clem - West Salem (CS)

Recommended Action: Information only.

(p) Cost-of-Living Increases for Non-Represented Employees ; HRA/VEBA for Police Management Employees; Specialized Adjustments for Certain Non-Represented Classifications; Increase to Life Insurance for Non-Represented Employees; and Salary Range approval for five new Job Classifications (HR)

Recommended Action: Staff recommends that effective June 25, 2007, City Council approve: 1) 2.4% cost-of-living increase for non-represented employees excluding the City Manager and increase the City paid life insurance for non-represented employees from $10,000 to $50,000 which is equivalent to .1% increase for a total increase of 2.5%; 2) 2.7% increase for sworn police management employees (Deputy Police Chief, Lieutenant and Sergeant); and Public Safety Communications Director, which is consistent with increases provided to Salem Police Employees Union (SPEU); 3) Establish individual Health Reimbursement Arrangement/Voluntary Employees’ Beneficiary Association (HRA/VEBA) trust accounts for police management employees (Deputy Police Chief, Lieutenant and Sergeant) in the amount of one-half of one percent (.5%) of salary, which is consistent with increases provided to Salem Police Employees Union (SPEU); 4) Specialized salary adjustments to certain non-represented job classifications; and 5) Salary ranges for new classifications in the Administrative Services, Human Resources, Information Technology and Public Works Departments.

(q) Surplus Sale to Willamette University of City Aggregate Site at and adjacent to Information Technology Department, 690 Ferry Street SE - Ward 2 - Councilor Tesler - CAN-DO (UD)

Recommended Action: Staff recommends that City Council authorize the City Manager to execute the purchase and sale agreement with Willamette University to sell the property at and adjacent to 690 Ferry Street SE which includes the IT Facility.

(r) Commercial Lease and Shared Parking Agreement with Willamette University for Information Technology Department at 690 Ferry Street - Ward 2 - Councilor Tesler - CAN-DO    (UD)

Recommended Action: Staff recommends that City Council: 1) Approve the Commercial Lease between City of Salem (Lessee) and Willamette University (Lessor) for the building occupied by the City’s IT Department, located at 690 Ferry Street, Salem, Oregon; and 2) Approve the Shared Parking Agreement between City of Salem (City) and Willamette University (Willamette) for access to parking after termination of the above referenced lease.

* (s) North Salem Beautification Project - Ward 5 - Councilor Stucky - Highland and Northgate (UD)

Recommended Action: In Process.

(a) FY 2007-08 Supplemental Budget - Airport Fund (CM)

Recommended Action: Staff recommends that City Council adopt FY 2007-08 supplemental budget Resolution No. 2007-70 increasing Airport Fund appropriations by $500,000. Offsetting revenues of the same amount will come from federal grant revenue.

(b) Adopting a Public Records Policy and Establishing Fees and Charges for Public Records (Legal)

(1) Resolution No. 2007-63 Adopting a Public Records Policy

(2) Resolution No. 2007-64 Establishing Fees and Charges for Public Records

Recommended Action: Staff recommends that City Council: 1) adopt Resolution No. 2007-63 establishing a Public Records Policy, and 2) adopt Resolution No. 2007-64 setting fees and charges for Public Records.

(c) Continued Deliberations: Council Review of Planning Commission decision - Comprehensive Plan Change/Zone Change No. 06-6 - Pacific Realty Associates, L.P. - 2500 Block of Boone Road SE - Ward 4 - Councilor Sullivan - South Gateway    (CD)

Recommended Action: Staff recommends that City Council affirm the Planning Commission decision approving Comprehensive Plan Change/Zone Change No. 06-6 for property located in the 2500 Block of Boone Rd SE, subject to the conditions of approval.


8. CALENDAR OF ORDINANCE BILLS:

8.1 FIRST READING OF ORDINANCE BILLS

(a) Ordinance No. 100-07 Relating to use of alcoholic beverages in parks; amending SRC 94.010 and SRC 94.195; and declaring an emergency - Ward 4 - Councilor Sullivan - South Gateway (PW)

Recommended Action: Staff recommends that City Council proceed to second reading of Ordinance No. 100-07 and adopt the proposed amendment to SRC Chapter 94.

(b) Ordinance No. 101-07 Providing Financing to Property Owners for Payment of Parks, Water, Sewer, and Transportation System Development Charges Against Property Located in Salem, Oregon; making provisions therefor; and declaring an emergency - Ward 4 - Councilor Sullivan (PW)

Recommended Action: Staff recommends that City Council advance Ordinance No. 101-07 to second reading , establishing a lien on the property listed.

8.2 SECOND READING OF ORDINANCE BILLS
