2.   REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES: Representatives of City Boards, Commissions and Committees may comment on any item of City business except public hearings, deliberations and the merits of land use issues that are reviewable by Council at public hearings.  Representatives must sign up prior to the commencement of this meeting in order to present testimony.

3.   PUBLIC COMMENT : Up to thirty minutes is available for persons other than City Boards, Commissions and Committee representatives to comment on specific agenda items other than public hearings, deliberations and the merits of land use issues that are reviewable by Council at public hearings.  Each person’s comments will be limited to three minutes.

   4.2 RESOLUTIONS:

 *  (a) Resolution No. 2007-72   Authorizing General Obligation Bonds to Construct and Upgrade Fire Stations and Purchase Emergency Vehicles for the Fire Department - Wards 6, 7 and 8 - Councilors Rogers, DeHart and Clem - NESCA - Sunnyslope - West Salem   (AS)

    Recommended Action:  Staff recommends that City Council adopt Resolution No. 2007-72 authorizing the Administrative Services Director to take all actions necessary to enter into a General Obligation Bond Credit Facility, and pledge the City's full faith and credit and taxing powers to the payment of such obligations as contemplated by ORS 288.162, and authorize reimbursement of all costs of issuance necessary to execute said agreements, and eligible costs previously incurred.
  
   (b) Resolution No. 2007-73 Authorizing a Transfer of Appropriation to be Expended for the Purpose of Matching a $30,000 Oregon State Marine Board Grant to Design Erosion Control for the Wallace Marine Boat Ramp - Ward 8 - Councilor Clem - West Salem    (CS)

    Recommended Action:  Staff recommends that City Council approve Resolution No. 2007-73, transferring $30,000 from General Fund contingencies to General Fund transfers for the purpose of matching a $30,000 Oregon State Marine Board Grant to design erosion control for the Wallace Marine Boat Ramp.

   (c)  Resolution No. 2007-74   Declaring Intent to Negotiate for Acquisition of  Permanent Easements for Construction of the Cinnamon Hill Creek Storm Sewer Project - Ward 4 - Councilor Sullivan - South Gateway    (PW)

    Recommended Action:  Staff recommends that City Council adopt Resolution No. 2007-74 declaring intent to negotiate for the acquisition of easements for the construction of the Cinnamon Hill Creek Storm Sewer Project.
   
   (d) Resolution No. 2007-75   Declaring Intent to Negotiate for Acquisition of a Permanent Easement for Construction of the Willamette Drive N Storm Sewer Project - Ward 5 - Highland    (PW)

    Recommended Action:  Staff recommends that City Council adopt Resolution No. 2007-75 declaring intent to negotiate for the acquisition of easements for the construction of the Willamette Drive N Storm Sewer Project.

 *  (e) Resolution No. 2007-76 Authorizing Acquisition of Property for a Stormwater Pipeline Easement and a Temporary Construction Easement for Construction of the West Salem High School Community Park Project - Ward 8 - Councilor Clem  - West Salem    (CS)

     Recommended Action:  Staff recommends that City Council approve Resolution No. 2007-76 authorizing the acquisition of property located at 1570 Titan Drive NW for pipeline easement and a temporary construction easement for construction of the West Salem High School Community Park project.

    Recommended Action:  Staff recommends that City Council approve the Memorandum of Understanding (attached to the staff report) between the City of Salem and the Pringle Square LLC regarding the creation of a new zoning district and the redevelopment of the Boise Cascade site.

   (t) Intergovernmental Agreement with Mid-Willamette Valley Council of Governments for Land Use Planning Services     (CD)
    
    Recommended Action:  Staff recommends that City Council authorize the City Manager to sign the attached Intergovernmental Agreement with the COG to provide land use planning services.
    
   (u) Planning Commission Decision - Annual Review of the Neighborhood Organization Status for East Lancaster Neighborhood Association(ELNA), Faye Wright Neighborhood Association, Grant Neighborhood Association, Lansing Community Action Association, and South Mill Creek Association(SEMCA) as Official Neighborhood Associations - Wards 1, 2, 3, 4 and 6 - Councilors Tesler,  Nanke, Sullivan, and Rogers    (CD)
 
    Recommended Action:  The Planning Commission recommends that City Council continue recognition of Neighborhood Organization Status for East Lancaster Neighborhood Association(ELNA), Faye Wright Neighborhood Association, Grant Neighborhood Association, Lansing Community Action Association, and South Mill Creek Association (SEMCA) as Official Neighborhood Associations.
 
   (v) Salem Convention and Visitors Association 2007-10 Strategic Plan     (CM)

    Recommended Action:  Staff recommends that City Council approve the Salem Convention and Visitors Association 2007-10 Strategic Plan.

   (w) Status Report: Disposition of Surplus Property - Wards 2, 3, 7 and 8 - Councilors Tesler, Nanke, DeHart and Clem - CAN-DO - SEMCA - Sunnyslope - Morningside - West Salem    (UD)

5.   SPECIAL ORDERS OF BUSINESS:    (Includes consideration of items deferred from the consent calendar and any action item which requires a selection among options, or consideration of matters of special importance to the Council)

   (a) Recommending Candidates to Interview for City Council Vacancies and Establishing Interview Date - Wards 1 and 5 - Highland - Northgate - NOLA- Lansing - NEN - Grant - CAN-DO

    Recommended Action:  The Council Board and Commission Appointments Committee recommends that City Council: 1) Interview all of the candidates on file for the Ward 1 and Ward 5 Council positions; 2) Set the interview time and date for Monday, August 13, at 5:30 p.m., with the election held following the convening of the Council meeting at 6:30 p.m.; and 3) Hold the swearing in ceremony on Monday, August 20, to provide an opportunity for the Councilors elect to invite family and friends to be present.

   (a) Reopened Public Hearing:  Council Review of Planning Commission decision - Comprehensive Plan Change/Zone Change No. 06-6 - Pacific Realty Associates, L.P. - 2500 Block of Boone Road SE   -Ward 4 - Councilor Sullivan - South Gateway 

    Recommended Action:  Staff recommends that City Council affirm the Planning Commission decision approving Comprehensive Plan Change/Zone Change No. 06-6 for property located in the 2500 Block of Boone Rd SE, subject to the conditions of approval.

  (b) Continuation:  Appeal of Final Decision of the Historic Landmarks and Design Review Commission - Historic Review Case No. 07-3 - 985 High Street SE - Ward 2 - Councilor Tesler - SCAN    (CD)

    Recommended Action:  Staff recommends that City Council uphold the Historic Landmarks and Design Review Commission decision (Attachment A of the staff report) that denied the request.

    Recommended Action:  Staff recommends that City Council consider public testimony and application information to determine whether an unfavorable recommendation will be made to the Oregon Liquor Control Commission (OLCC) regarding the application by the Sports Stop and Good Times Lounge.

  Recommended Action:  Staff recommends that the Urban Renewal Agency Board approve the Easement and Equitable Servitudes (EES) agreement proposed by the Oregon Department of Environmental Quality (DEQ) for Lot 4 of the Hollywood Station site and authorize the Executive Director to execute the attached agreement (Attachment A of the staff report).

* (c)  Easement and Equitable Servitudes for 2385 Fairgrounds NE (Cadle Property) - Ward 5 - Highland    (UD)
  
  Recommended Action:  Staff recommends that the Urban Renewal Agency Board accept the Easement and Equitable Servitudes proposed by the Oregon Department of Environmental Quality for the property at 2385 Fairgrounds NE and direct the Executive Director to execute the agreement on its behalf.
