2.  REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES:  
Representatives of City Boards, Commissions and Committees may comment on any item of City business except public hearings, deliberations and the merits of land use issues that are reviewable by Council at public hearings.  Representatives must sign up prior to the commencement of this meeting in order to present testimony.  

   
3.  PUBLIC COMMENT:  
Up to thirty minutes is available for persons other than City Boards, Commissions and Committee representatives to comment on specific agenda items other than public hearings, deliberations and the merits of land use issues that are reviewable by Council at public hearings.  Each person’s comments will be limited to three minutes.  Time will be provided at the end of the meeting for comments on issues of City business not on the agenda.

4.1 MINUTES:

(a) November 5, 2007

4.2 RESOLUTIONS:

(a) Resolution No. 2007-94  Authorizing a Transfer of Appropriation to be Expended for the Purpose of Completing an Appraisal of the Railroad      tation - Ward 2 - Councilor Tesler - SESNA    (UD)    

 Recommended Action:  Staff recommends that City Council adopt Resolution No. 2007-94, transferring an appropriation in the amount of $18,000 from General Fund, Non Departmental Contingencies (101-60961000-61110) to General Fund, Urban Development Materials and Services (101-64100000-52670) for the purpose of completing an appraisal of the Salem Railroad Station located at      500 13th Street SE, Salem OR.

(b) Resolution No. 2007-104  Authorizing a Transfer of Appropriation to be Expended for the Purpose of Increasing Municipal Court Staffing to Establish a Violations Bureau and Address Municipal Court Backlogged Cases - Ward 2 - Councilor Tesler - CAN-DO    (AS)  

 Recommended Action: Staff recommends that City Council adopt Resolution No. 2007-104, transferring $160,960 from General Fund contingency to Administrative Services, Personal Services and Materials and Services in order to hire an additional two regular Court Specialist positions, four seasonal Court Specialist positions, and create a temporary work space at 270 Commercial Street for Compliance Services and Municipal Court’s new Violations Bureau.

(c) Resolution No. 2007-105  Authorizing a Transfer of Appropriation to be Expended for the Purpose of Accurately Reflecting and Appropriating the FY 2007-2008 Budget Amounts for Salaries and Benefits in Various City Funds Cost-of-Living Increase for Non-Represented Employees; Specialized Adjustment for Certain Non-Represented Classification: Salary Range Approval for Two New Job Classifications and Increase in FTE for Risk Safety Coordinator    (HR)

 Recommended Action:  Staff recommends that City Council approve: 1) An additional .5% cost-of-living adjustment for non-represented employees (excluding the City Manager, sworn police management, Deputy Chief, Lieutenant and Sergeant and the Public Safety Communications Director, and including department directors), effective June 25, 2007 to reflect the same cost of living increase provided to AFSCME employees; 2) Specialized salary adjustments effective June 25, 2007 for the Urban Development Assistant Director and the GIS Supervisor; 3) Salary ranges for new classification in the Urban Development Department and IT Department; 4) Increase the FTE for Risk Safety Coordinator from .80% (part-time career) to one full-time position; and    5) Resolution No. 2007-105 transferring $290,660 from various funds’ contingencies to reciprocal funds personal services account for the additional .5% increase for these costs plus the cost of the AFSCME bargaining unit settlement.
    

(d) Resolution No. 2007-106  Authorizing a Transfer of Appropriation to be Expended for the Purpose of Replacing the 9-1-1 Center's Computer Aided Dispatch (CAD) Server    (PD)

 Recommended Action:  Staff recommends that City Council adopt Resolution No. 2007-106, transferring $69,000 from Willamette Valley Communications Center Fund Contingency to Willamette Valley Communications Center Fund Capital Outlay, for the unanticipated replacement of the 9-1-1 center's Computer Aided Dispatch (CAD) server.


(e)  Resolution No. 2007-107  Authorizing a Transfer of Appropriation to be Expended for the Purpose of Replacing the Generator on the Library’s Bookmobile    (Library)

 Recommended Action:  Staff recommends that City Council adopt Resolution No. 2007-107, transferring $11,560 from the library Materials and Services budget to the library Capital Outlay budget to cover the costs associated with replacing a generator on the library’s bookmobile.

* (b)  Subdivision Review Committee - Hayesville South Subdivision Plat No. 07-11 - Oscar and Ana Galeano - 5092 Hayesville Drive NE - Ward 5 - Councilor Tarter - Northgate    (CD)

 Recommended Action:  Receive and File.


* (c)  Subdivision Review Committee - Subdivision Plat No. 07-20 - Mountain West Investment Corp. - 1656 Davis Road S - Ward 7 - Councilor DeHart - Sunnyslope    (CD)

 Recommended Action:  Receive and File.

 (d) Connect Oregon II Grant Application - Ward 2 - Councilor Tesler - SEMCA (CD) 

 Recommended Action: Staff recommends that City Council: 1) Authorize staff to submit a grant application for $3,250,000 to extend the Runway/Safety Area of the McNary Field’s primary runway; 2) Authorize staff to submit a grant application for $1,500,000 to expand the passenger terminal area and make infrastructure improvements.
 
 (e) Letter of Support for Salem-Keizer Transit District    (CM)

 Recommended Action:  Staff recommends that City Council approve the Mayor sending a letter on behalf of the City of Salem that supports the Salem-Keizer Transit District’s application for a ConnectOregon II grant to build a transit center in south Salem.


 (f) Applications for Oregon Governor’s Fund for the Environment Grant and Oregon Watershed Enhancement Board Small Grant - Wards 2 and 3 - Councilors Tesler and Nanke - CAN-DO, SESNA, SCAN, Morningside and Faye Wright    (PW)

 Recommended Action:  Staff recommends that City Council approve the applications for the two grants.


5.  SPECIAL ORDERS OF BUSINESS:    (Includes consideration of items deferred from the consent calendar and any action item which requires a selection among options, or consideration of matters of special importance to the Council)

(a) Review of Subdivision Review Committee Decision of Subdivision Plat 07-17 for property located at 1712 Doaks Ferry Road NW - Ward 8 - Councilor Clem - West Salem

 Recommended Action:  Staff recommends that City Council affirm the decision of the Subdivision Review Committee to approve with conditions the request to subdivide approximately 6.18 acres into a 40-lot, single-family subdivision for property in an RA (Residential Agriculture) zone and located at 1712 Doaks Ferry Road NW (Attachment A of the staff report).  The decision and conditions of approval are as required in the written decision and Findings and Order issued on October 18, 2007 (Attachments B and C of the staff report).

(a)  Ordinance No. 125-07  Providing Financing to Property Owners for Payment of Parks, Water, Sewer, and Transportation System Development Charges Against Property Located in the City of Salem, Oregon; making provisions therefor; and declaring an emergency - Wards 3, 4 and 6 - Councilors Nanke, Sullivan and Rogers - Faye Wright, Morningside, SEMCA, South Gateway and ELNA    (PW)
   
 Recommended Action:  Staff recommends that City Council advance Ordinance No. 125-07 to second reading for enactment, establishing a lien on the property listed.
