1.  ROLL CALL

     1.1 Proclamations:

2.   REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES: Representatives of City Boards, Commissions and Committees may comment on any item of City business except public hearings, deliberations and the merits of land use issues that are reviewable by Council at public hearings.  Representatives must sign up prior to the commencement of this meeting in order to present testimony.  
   
3.   PUBLIC COMMENT: Up to thirty minutes is available for persons other than City Boards, Commissions and Committee representatives to comment on specific agenda items other than public hearings, deliberations and the merits of land use issues that are reviewable by Council at public hearings.  Each person’s comments will be limited to three minutes.

   Time will be provided at the end of the meeting for comments on issues of City business not on the agenda.  

All agenda items marked by  *  require action by Council at this meeting meeting.

4.   CONSENT CALENDAR:  All items on the Consent Calendar that will be adopted as a group by a single motion.

      4.1 MINUTES:

     (a) December 3, 2007

     4.2 RESOLUTIONS:

 * (a) Resolution No. 2007-113  Amending the Building and Safety Division Fee Schedule to Increase the State of Oregon Surcharge from 8% to 12% in Compliance with House Bill 2405    (CD)
    - And -
    Resolution No. 2007-114  Amending the Public Works Department Fee Schedule to Increase the State of Oregon Surcharge from 8% to 12% in Compliance with House Bill 2405    (CD)

    Recommended Action:  Staff recommends that City Council approve Resolution No. 2007-113 amending the Building and Safety Division fee schedule and Resolution 2007-114 amending the Public Works Department fee schedule to increase the State of Oregon surcharge from 8% to 12% in compliance with HB 2405.

   (b) Resolution No. 2007-116 Dedicating property located on the south line of Market Street NE west of Broadway Street NE and east of Liberty Street NE, for a street and right-of-way - Ward 1 - Councilor Bennett - CAN-DO    (PW)

    Recommended Action:  Staff recommends that City Council approve Resolution No. 2007-116.

   (c) Resolution No. 2007-117  Dedicating property located at the north line of Madras Street SE, east of Commercial Street SE for a street and right-of-way - Ward 4 - Councilor Sullivan - South Gateway    (PW)

   Recommended Action:  Staff recommends that City Council approve Resolution No. 2007-117.

   4.3 ROUTINE ITEMS:      
 
 *  (a) Extension of Funding for Go Downtown Salem! - Ward 2 - Councilor Tesler - CAN-DO    (AS)

    Recommended Action:  Staff recommends that City Council authorize the City Manager to extend the contract with Go Downtown Salem! through June 30, 2008 and allow the use of the remaining $35,000 to continue downtown services.

   (b) Parking Lease with 480 Liberty LLC - Ward 2 - Councilor Tesler - CAN-DO (AS)

    Recommended Action:  Staff recommends that City Council authorize staff to negotiate a long-term parking lease with 480 Liberty, LLC for the purpose of securing parking capacity sufficient to meet the needs of the development proposed for 480 Liberty Street SE. 

 * (c)  Hearings Officer Decision - Specific Conditional Use 07-7 - Bar Industries, Inc. - 3595 Liberty Road S - Ward 7 - Councilor DeHart - South Salem    (CD)

     Recommended Action:  Receive and File.

 * (d) Subdivision Review Committee Decision - PUD/Subdivision Plat No. 07-4 - Hollywood Renewal LLC - 2635 Portland Road NE - Ward 5 - Councilor Tarter - Northgate    (CD)

    Recommended Action:  Receive and File

    (e) Status of West Salem Neighborhood Plan Implementation - Ward 8 - Councilor Clem    (CD)

    Recommended Action: Information only. 

   (f) Recruitment Efforts for Additional Commercial Air Service to Los Angeles - Ward 2 - Councilor Tesler - SEMCA    (CD)

    Recommended Action: Information only. 

   (g) Hearing and Appeal Procedures for Comprehensive Plan Changes    (CD)

    Recommended Action: Information only. 

   (h) Neighborhood Task Force Membership and Tasks    (CS and CD)

    Recommended Action: Staff recommends that City Council: 1) Affirm the eight citizen members of the original Task Force who are able to continue in their service and appoint two new members; 2) Affirm the following tasks as the assignment for the Neighborhood Task Force: a) Assess progress made over the past year to strengthen neighborhood association participation and involvement; b) Develop more specific recommendations regarding the City’s annual review process for neighborhood associations; c) Review draft text for SRC revisions intended to clarify the advisory role of neighborhood associations, and to include additional recognized roles of a neighborhood association; d) Provide staff with input regarding a set of Administrative Rules or Departmental Policies related to the Neighborhood Association Program; and e) Make recommendations about further advancing any of the original recommendations to strengthen neighborhood association participation and involvement that have not yet been acted upon.

   (i)  Library Strategic Planning Process    (Library)

    Recommended Action: Information only. 

   (j) City of Keizer Intergovernmental Agreement    (PD)
 
    Recommended Action: Staff recommends that City Council authorize the City Manager to enter into an Intergovernmental Agreement to furnish the City of Keizer crime analysis services.

   (k) Public Works Mid-Year Project Request    (PW)

    Recommended Action: Staff recommends that City Council approve FY 07/08 project funding authority in various cost centers as detailed in the report for a new water reservoir, sanitary sewer force main, and repairs and improvements at WLWPCF.

   (l)  Water and Sewer Rate Surcharge for Outside City Customers    (PW)

    Recommended Action:  Staff recommends that City Council accept the recommendation of the Water/Wastewater Task Force to phase out the 7.5 percent water and sewer rate surcharge at a rate of 1 1/2 percent in 2009, and 1 percent per year from 2010 through 2015.

 *(m) Chemeketa Community College Lease Extension in Liberty Parkade - Ward 2 - Councilor Tesler - CAN-DO    (UD)

    Recommended Action: Staff recommends that City Council: 1) find that the space is not needed for public use; and 2) authorize the City Manager to execute a lease amendment with Chemeketa Community College that will extend the lease between the City of Salem and Chemeketa Community College for 4,486 square feet of City owned leasehold space located at 365-375 Ferry Street through September 30, 2009.

   (a)  Adoption of the Revised Findings and Order for Comprehensive Plan Change/ Zone Change 06-6 - Pacific Realty Associates, L.P., for property located at the 2500 Block of Boone Road SE - Ward 4 - Councilor Sullivan - South Gateway    (CD)

   Recommended Action:  Staff recommends that City Council adopt the findings and order for Comprehensive Plan/Zone Change 06-6 as modified to reflect the adopted City Council motion.

   (b) Transmittal of Withdrawal Letter for Subdivision 07-17 for property located at 1712 Doaks Ferry Road NW - Ward 8 - Councilor Clem - West Salem    (CD)

    Recommended Action:  Information only.

    8.1 FIRST READING OF ORDINANCE BILLS
  
    (a)  Ordinance Bill No. 128-07  Providing financing to property owners for payment of parks, water, sewer, and transportation system development charges against property located in the City of Salem, Oregon; making provisions therefor; and declaring an emergency - Wards 1 and 4 - Councilors Bennett and Sullivan - Grant, NEN and South Gateway    (PW)
   
    Recommended Action:  Staff recommends that City Council advance Ordinance Bill No. 128-07 to second reading, establishing a lien on the property listed.
