1.  ROLL CALL

2.   REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES: Representatives of City Boards, Commissions and Committees may comment on any item of City business except public hearings, deliberations and the merits of land use issues that are reviewable by Council at public hearings.  Representatives must sign up prior to the commencement of this meeting in order to present testimony.  

       
3.   PUBLIC COMMENT: Up to thirty minutes is available for persons other than City Boards, Commissions and Committee representatives to comment on specific agenda items other than public hearings, deliberations and the merits of land use issues that are reviewable by Council at public hearings.  Each person’s comments will be limited to three minutes.

   Time will be provided at the end of the meeting for comments on issues of City business not on the agenda.  


All agenda items marked by  *  require action by Council at this meeting meeting.

   4.2 RESOLUTIONS:

   (a) Resolution No. 2008-2  Dedicating  property located at the south line of Center Street NE; east of 14th Street NE for street and right-of-way - Ward 1 - Councilor Bennett - NEN    (PW)

    Recommended Action:  Staff recommends that City Council approve Resolution No. 2008-2.

   4.3 ROUTINE ITEMS:

   (d) Subdivision Review Committee Decision - PUD/Subdivision 07-05 Modified - Fred Ovchinnikoff (Ponderosa Leasing Corp) - 4140 Fisher Road NE - Ward 5 - Councilor Tarter - Northgate    (CD)

   Recommended Action: Receive and File.

   (e) Recruitment Efforts for Additional Commercial Air Service to Los Angeles (LAX)    (CD)

    Recommended Action: Staff recommends that City Council authorize the City Manager to pursue direct air service to LAX through Delta Air Lines and coordinate the community supported incentive package.
 
   (f)  Salem-Keizer School District 24J Lease in the Chemeketa Parkade - Ward 2 - Councilor Tesler - CAN-DO    (UD)

    Recommended Action: Staff recommends that City Council:  1) find the space is not needed for public use; and 2) authorize the Interim City Manager to execute a lease with Salem-Keizer School District 24J (S-K 24J) that will continue their occupancy of City owned leasehold space located at 360 Commercial Street NE, Salem, Oregon, through June 30, 2009, and provide for five, one-year options to extend to 2014.

5.   SPECIAL ORDERS OF BUSINESS:   (Includes consideration of items deferred from the consent calendar and any action item which requires a selection among options, or consideration of matters of special importance to the Council)

     (a)  Continuation of Public Hearing - Demolition of 4192 Sylvia St. SE - Ward 2 - Councilor Tesler - SEMCA    (CD)   

     Recommended Action:  Staff recommends that City Council authorize the following actions: 1)  Direct staff to competitively bid, select and use a private contractor for the purpose of demolishing the structure and cleaning up the property at 4192 Sylvia Street SE; 2) The transfer of $5,000 from the General Fund contingency to pay for the demolition of the structure and clean-up of the property; and 3) Direct staff to bring the costs of demolition back before City Council for the purpose of placing a lien on the property.

8. CALENDAR OF ORDINANCE BILLS:

    8.1 FIRST READING OF ORDINANCE BILLS

   (a) Ordinance Bill No. 3-08  Relating to the Salem Area Comprehensive Plan, Amending the Plan Map to Change the Plan Designation for Property Located at 715 and 755 Boone Road SE from Single Family Residential to Multifamily Residential - Ward 3 - Councilor Nanke - Faye Wright    (CD)

   Recommended Action:  Staff recommends that City Council hold a public hearing and advance Ordinance Bill No. 3-08 to second reading for enactment. Adoption of Ordinance Bill No. 03-08 would change the SACP map designation for property at 715 and 755 Boone Road SE (as shown in Exhibit A of Attachment A of the staff report) from "Single Family Residential" to "Multi-Family Residential." 
 
  (b)  Ordinance Bill No. 6-08  Relating to the Municipal Court of the City of Salem; Creating SRC Chapter 4; Amending and Renumbering SRC 2.610, SRC 2.611, SRC 2.612, SRC 2.660, SRC 2.621, SRC 2.622, SRC 2.623, SRC 2.690, SRC 2.720, SRC 2.725, SRC 2.740, SRC 2.160, SRC 2.780, SRC 2.760, SRC 2.784, SRC 2.786, SRC 2.810, SRC 2.630, SRC 2.650, SRC 2.815, SRC 2.820, SRC 2.821, SRC 2.822, SRC 2.823, SRC 2.824, SRC 2.825, SRC 2.826, SRC 2.827, SRC 2.828, SRC 2.829, and  SRC 2.619; Repealing SRC 2.620, SRC 2.624, SRC 2.670, SRC 2.710, SRC 2.730, SRC 2.745, SRC 2.752, SRC 2.782 and SRC 2.800; creating new provisions; creating SRC 95.395; and declaring an emergency  (Legal and Judge)
  
   Recommended Action:  Staff recommends that City Council advance Ordinance Bill No. 6-08, creating a new Chapter 4 in the Salem Revised Code relating to the City’s Municipal Court, to second reading and enactment.

  (c)  Ordinance Bill No. 7-08  Providing Financing to Property Owners for Payment of Parks, Water, Sewer, and Transportation System Development Charges - Wards 2, 3, 4 and 8 - Councilors Tesler, Nanke, Sullivan and Clem    (PW)
  
  Recommended Action:  Staff recommends that City Council advance Ordinance No. 7-08 to second reading for enactment, establishing a lien on the property listed.

  8.2  SECOND READING OF ORDINANCE BILLS

  (a)  Ordinance Bill No. 1-08  Creating the Salem Downtown Economic Improvement District in the City of Salem, Oregon - Ward 2 - Councilor Tesler - CAN-DO (AS)

  Recommended Action: Staff recommends that City Council amend Ordinance No. 1-08, by the addition of an emergency clause, and enact Ordinance No. 1-08.
