D. ACTION ITEMS:

   * (1)  Resolution No. 08-3 URA Approving a Minor Amendment to the Mill Creek Urban Renewal Plan to Add a Transportation Project - Ward 3 - Board Member Nanke - SEMCA    (UD)

   Recommended Action: Staff recommends the Urban Renewal Agency Board adopt Resolution No. 08-3 URA to add a project known as the North-South Street into the Mill Creek Industrial Park (MCIP) Urban Renewal Plan.

   * (2) Transfer Ownership Via Quitclaim Deed of 2307 Fairgrounds Road NE from City to the Urban Renewal Agency to Correct Vesting - Ward 5 - Board Member Tarter - Highland    (UD)

  Recommended Action:  Staff recommends the Urban Renewal Agency Board authorize the Interim Executive Director to execute a quitclaim deed (Attachment A of the staff report) accepting all right, title, and interest in 2307 Fairgrounds Road NE to the Urban Renewal Agency (URA).

   * (3) Appointments to Various Urban Renewal Agency Advisory Boards    (URA Board Appointments Committee)

  Recommended Action:  The Agency Appointments Committee recommends appointment of the candidates listed below in the Facts and Findings section of the report.

Immediately Following Urban Renewal Agency Meeting


1.  ROLL CALL

  
2.   REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES:  Representatives of City Boards, Commissions and Committees may comment on any item of City business except public hearings, deliberations and the merits of land use issues that are reviewable by Council at public hearings.  Representatives must sign up prior to the commencement of this meeting in order to present testimony.  

      
3.   PUBLIC COMMENT:  Up to thirty minutes is available for persons other than City Boards, Commissions and Committee representatives to comment on specific agenda items other than public hearings, deliberations and the merits of land use issues that are reviewable by Council at public hearings.  Each person’s comments will be limited to three minutes.

   Time will be provided at the end of the meeting for comments on issues of City business not on the agenda.  

All agenda items marked by  *  require action by Council at this meeting meeting.

4.   CONSENT CALENDAR:  All items on the Consent Calendar that will be adopted as a group by a single motion.

   4.1 MINUTES:

   (a) February 4, 2008


   4.2 RESOLUTIONS:

   (a) Resolution No. 2008-8  Establishing the Finance Committee as a Standing Committee of the City Council    (AS)

   Recommended Action:  Staff recommends that City Council adopt Resolution No. 2008-8 establishing a standing committee of the City Council, to be known as the “Salem City Council Finance Committee,” to advise the City Council and City Manager on financial policy, planning and management issues.

   (b) Resolution No. 2008-12 Authorizing a Transfer of Appropriation to be Expended for the Purpose of Demolishing and Removing the Playground Structure at McKay Park - Ward 6 - Councilor Rogers - NESCA    (CS)

   Recommended Action:  Staff recommends that City Council adopt Resolution No. 2008-12 to transfer $7,000 in General Fund materials and services to General Fund transfers for demolition of McKay School Park playground equipment.


   4.3 ROUTINE ITEMS:     

   (a) Hearings Officer Decision - Conditional Use 07-10 - Willamette University - 198 Church Street SE - Ward 2 - Councilor Tesler - CAN-DO    (CD)

    Recommended Action:  Receive and File.

   (c) Abandoned Shopping Carts    (CD)

    Recommended Action:  Staff recommends that City Council adopt option number one, take no action for six months.

  
   (d) Intergovernmental Agreement with Oregon State University    (PD)

    Recommended Action:  Staff recommends that City Council authorize the Interim City Manager to enter into an Intergovernmental Agreement with Oregon State University (OSU) to pay $1,500 for OSU's School of Engineering to develop and build a robotic reconnaissance vehicle for use by the Salem Police Department's SWAT Team.

 *(f) Workforce/Affordable Housing: Request For Proposals - Wards 1 and 2 - Councilors Bennett and Tesler - CAN-DO    (UD)

    Recommended Action:  Staff recommends that City Council authorize staff to proceed with the development of a Workforce/Affordable Housing Project - Request for Proposals (RFP) and approve the use of up to $1.2 Million of HOME Investment Partnership Fund as financial assistance to facilitate the project.


   (g) Potential Impacts of Removing Area from South Waterfront Urban Renewal Plan - Ward 2 - Councilor Tesler - SCAN and CAN-DO    (UD)

    Recommended Action:  Information only.

   (h) Appointments/Reappointments to Various Advisory Boards and Commissions (Council Boards and Commissions Appointments Committee)

    Recommended Action:  The Council Committee recommends that City Council appoint the candidates listed in the Facts and Findings section of the report.
 
5.   SPECIAL ORDERS OF BUSINESS:   (Includes consideration of items deferred from the consent calendar and any action item which requires a selection among options, or consideration of matters of special importance to the Council)

   (a) Petition-Initiated Vacation of unopened Bellevue Street SE right-of-way, between Liberty Street SE and High Street SE - Ward 2 - Councilor Tesler - SCAN    (PW)

    Recommended Action: Staff recommends that City Council approve the petition-initiated vacation of unopened Bellevue Street SE right-of-way, between Liberty Street SE and High Street SE, subject to the conditions that the adjacent property owners pay an assessment of special benefit of $19,493 and that a Public Utility Easement be reserved for maintenance of existing utilities.

8. CALENDAR OF ORDINANCE BILLS:

 8.1 FIRST READING OF ORDINANCE BILLS

  
 (a) Ordinance Bill No. 9-08  Providing Financing to Property Owners for Payment of Parks, Water, Sewer, and Transportation System Development Charges against property located in the City of Salem, Oregon; making provisions therefor; and declaring an emergency - Wards 4 and 8 - Councilors Sullivan and Clem - South Gateway and West Salem    (PW)

   Recommended Action:  Staff recommends that City Council advance Ordinance
   Bill No. 9-08 to second reading, establishing a lien on the property listed.


 8.2 SECOND READING OF ORDINANCE BILLS

 (a) Engrossed Ordinance Bill No. 88-07  Relating to removing the maximum density restriction for residential uses within mixed-use buildings located within the Edgewater Street corridor (Area 5) of the Edgewater Street/Wallace Road area overlay zone; amending SRC 143.D.210 - Ward 8 - Councilor Clem - West Salem

   Recommended Action: Staff recommends that City Council adopt the facts and findings of the staff report and approve Engrossed Ordinance Bill No. 88-07.
   Enactment of Engrossed Ordinance Bill No. 88-07 will amend SRC Chapter 143D to prohibit automobile related uses and other certain uses that are not consistent
   with the West Salem Neighborhood Plan within the Edgewater Street Corridor (Area 5) of the Edgewater Street/Wallace Road Area Overlay Zone.


 (b) Ordinance Bill No. 2-08  Relating to the Salem Area Comprehensive Plan Map and the East Lancaster Neighborhood Plan Map, amending both Plan Maps to change the Plan Designation for property located at 1850 45th Avenue NE from Single Family Residential to Multifamily Residential - Ward 6 - Councilor Rogers - ELNA    (CD)

   Note: Public hearing was held on February 4, 2008.


 (c) Ordinance Bill No. 3-08  Relating to the Salem Area Comprehensive Plan, amending the Plan Map to change the Plan Designation for property located at 715 and 755 Boone Road SE from Single Family Residential to Multifamily Residential - Ward 3 - Councilor Nanke - Faye Wright    (CD)
