    3.1 Resolution No. 2048 Approving Execution of Intergovernmental Agreement

  Recommended Action:  Staff recommends that  Housing Authority Commission adopt Resolution No. 2048, approving execution of an IGA with Oregon Department of Justice for antenna installation.

1.  ROLL CALL

2.   REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES:  Representatives of City Boards, Commissions and Committees may comment on any item of City business except public hearings, deliberations and the merits of land use issues that are reviewable by Council at public hearings.  Representatives must sign up prior to the commencement of this meeting in order to present testimony.  

3.   PUBLIC COMMENT:  Up to thirty minutes is available for persons other than City Boards, Commissions and Committee representatives to comment on specific agenda items other than public hearings, deliberations and the merits of land use issues that are reviewable by Council at public hearings.  Each person’s comments will be limited to three minutes.

   Time will be provided at the end of the meeting for comments on issues of City business not on the agenda.  

All agenda items marked by  *  require action by Council at this meeting meeting.

4.   CONSENT CALENDAR:  All items on the Consent Calendar that will be adopted as a group by a single motion.

      4.1 MINUTES:

     4.2 RESOLUTIONS:

    (a) Resolution No. 2008-11  Creating a Part-time Employee Parking Permit for Specific On-street Locations Within the Downtown Area and Establishing Fees and Charges for Parking Services    (AS)

    Recommended Action: Staff recommends that City Council adopt Resolution No. 2008-11 creating part-time employee parking permit for specific on-street locations within the downtown area and establishing fees and charges for parking services.


   4.3 ROUTINE ITEMS:      

   (a)  Purchases Approved Administratively - January 29, 2008 thru February 25, 2008    (AS)

    Recommended Action:  Information only.

   
   (b) Critical Issue Identification for the Oregon State Hospital and Penitentiary Properties Area Plan (OSHPPAP)     (CD)

    Recommended Action:  Pending.


5.   SPECIAL ORDERS OF BUSINESS:    (Includes consideration of items deferred from the consent calendar and any action item which requires a selection among options, or consideration of matters of special importance to the Council)

     (a)  Amendment of Motion to Continue EID Assessment Hearing     (AS)

     Recommended Action:  Staff recommends that City Council amend it’s motion continuing the public hearing for the EID assessment for an additional 7 days, from March 31, 2008 to April 7, 2008, to allow notification of additional property owners.

     
8. CALENDAR OF ORDINANCE BILLS:

   8.1 FIRST READING OF ORDINANCE BILLS
  
   (a) Ordinance Bill No. 10-08  Relating to Employment Centers; Amending SRC 161.030 - Ward 2 - Councilor Tesler - SEMCA    

   Recommended Action: Staff recommends that City Council advance Ordinance Bill No. 10-08 to second reading for enactment.


   8.2 SECOND READING OF ORDINANCE BILLS

   (a) Ordinance Bill No. 8-08  Relating to Subdivisions; Amending SRC Chapter 63; and creating new provisions    (CD)


   (b) Ordinance Bill No. 11-08  Assessing for Demolition and Removal of a Building Against Benefitted Property Located at 4192 Sylvia Street SE, City of Salem, Oregon; making provisions therefor; and declaring an emergency - Ward 2 - Councilor Tesler - SEMCA    (CD)

   Recommended Action:  Staff recommends that the Urban Renewal Agency Board authorize use of the $129,166 savings from the Salem Conference Center “Back-of-House” construction contract to complete LEED certification for the Conference Center.


    (b)  North Gateway Urban Renewal Area Grant/Loan Program Revisions - Ward 5 - Councilor Tarter - Highland and Northgate    (UD)

    Recommended Action:  Staff recommends that the Urban Renewal Agency Board approve the program revisions outlined on Attachment “A” of the staff report for the Agency-funded North Gateway URA Grant/Loan program.
