     D.1 ACTION ITEMS:

    (a) Appointments to Various Urban Renewal Agency Advisory Boards

     Recommended Action: The Agency Appointments Committee recommends appointment of the candidates listed below in the Facts and Findings section of the report. 

      (b) Urban Renewal Agency Summer Meeting Schedule    (CMO)

    Recommended Action: Staff recommends that the Urban Renewal Agency Board cancel the July 7, 2008 and September 2, 2008 meetings to provide for a summer break.
    
   * (c) Consent to Pioneer Trust Bank Lien on Parcel 1 of Site “A” on North Broadway and Future Certificates of Completion and Quit Claim Deeds - Ward 1 - Board Member Bennett -   CAN-DO    (UD)

   Recommended Action: Staff recommends that the Urban Renewal Agency Board: 1) Authorize the Interim Executive Director to execute a Consent to Lien agreement with Pioneer Trust Bank (Pioneer) on Parcel 1 of Site “A” to facilitate Telos Development Company, LLC (Telos) financing of a planned unit development on Parcel 1 of Site “A” located at 1173 4th Street NE; and 2)  Authorize the Interim Executive Director to execute Certificates of Completion together with quit claim deeds for individual townhouse lots of Parcel 1 of Site “A” on a per unit basis as Telos receives a certificate of occupancy on each completed unit.

      (d) Issuance of a Certificate of Completion and a Quit Claim Deed to Broadway Partners Limited Partnership for Their Redevelopment of Site "B" - Ward 1 - Board Member Bennett - Grant    (UD)

   Recommended Action:  Staff recommends that the Urban Renewal Agency Board authorize the Interim Executive Director to execute a Certificate of Completion and a Quit Claim Deed for Broadway Partners Limited Partnership to release a deed restriction in favor of the Urban Renewal Agency recorded when the property located at 1211 Broadway NE, “Site B”, was sold for redevelopment to Broadway Partners Limited Partnership.

     (e) Minto Island Bridge Contract - Ward 2 - Board Member Tesler - CAN-DO    (UD)

   Recommended Action: Staff recommends that the Urban Renewal Agency Board (Agency) authorize the Interim Executive Director to execute a consulting contract up to $25,000 with OBEC Consulting Engineers to provide four conceptual Minto Island Bridge (Bridge) designs including cost estimates, permitting requirements, and timelines. 

     (f) Riverfront-Downtown Urban Renewal Area Grant/Loan Program Revisions - Ward 1 and 2 - Board Members Bennett and Tesler - CAN-DO and Grant    (UD)

   Recommended Action:  Staff recommends that the Urban Renewal Agency Board approve revisions to the Riverfront-Downtown Urban Renewal Agency Grant Program (Toolbox Program) to be used as a match for the Downtown Salem Historical Marker - Preserve America grant.

  (a) Filling Council Vacancy    (Legal)

   Options: (a) Declare Councilor DeHart’s seat vacant before the May 20, 2008 primary election, and fill his seat by appointment by the City Council.

    (b) Declare Councilor DeHart’s seat vacant after the May 20, 2008 primary election, and fill his seat by special election

    (c) Decline to declare Councilor DeHart’s seat vacant.
