3. APPEARANCE OF INTERESTED CITIZENS, NEIGHBORHOOD ORGANIZATIONS AND ADVISORY COMMITTEES            

4. PUBLIC HEARINGS: Hearings begin at 5:30 p.m. unless otherwise noted.  The statement of criteria will be read at the beginning of the hearings.

 4.1 Proposed Amendments to Salem Revised Code Chapters 111, 119, 143A, 143B, 143C, 148, 149, 150, 152, 153, 154, 155, 156, 157, 158, 159, and 160 regarding Fire Stations and Ambulance Services (CA 06-5)   (Bryce Bishop; bbishop@cityofsalem.net)
To allow fire stations in the PA (Public Amusement), PE (Public and Private Educational Services), and PH (Public and Private Health Services) zoning districts; allowing ambulance services, specifically Ambulance Stations and Ambulance Service Facilities, in the Commercial/High Density Residential Overlay, Portland/Fairgrounds Road Overlay, Fairview Mixed-Use, RM2 (Multiple Family Residential), RH (Multiple Family High-Rise Residential), CO (Commercial Office), CR (Retail Commercial), CG (General Commercial), CB (Central Business), IC (Industrial Commercial), IBC (Industrial Business Campus), IP (Industrial Park), IG (General Industrial), II (Intensive Industrial), and Public Use zoning districts; and establishing development standards within SRC Chapter 119 (Special Uses) to apply to the proposed ambulance service uses.

 4.2 Appeal of Administrative Decision for Partition No. 06-26 - 889 45th Ave NE (Brandie Dalton; bdalton@cityofsalem.net)
To divide approximately 15,366 square feet into two parcels with Parcel 1 consisting of approximately 7,045 square feet (square footage does not include access easement) and Parcel 2 consisting of approximately 6,630 square feet with two concurrent variances: 1) to vary the required interior side yard setback requirement to 2.25 feet where 3 feet is required under SRC 145.090(a), and 2) to vary the minimum required access easement from the minimum 20-foot wide flag lot accessway to a 12.75-foot wide accessway that would be contiguous with and combined with an adjacent parcel proposed for partitioning (899 45th Avenue NE) to equal a 20-foot wide (25-foot-wide paved) easement for an accessway for property in an RA (Residential Agriculture) zone and address as 889 45th Avenue NE.

To divide approximately 15,563 square feet into two parcels with Parcel 1 consisting of approximately 8,599 square feet (square footage does not include access easement) and Parcel 2 consisting of approximately 6,550 square feet with two concurrent variances: 1) to vary the required interior side yard setback requirement to 2.25 feet where 3 feet is required under SRC 145.090(a), and 2) to vary the minimum required access easement from the minimum 20-foot wide flag lot accessway to a 7.25-foot wide accessway that would be contiguous with and combined with an adjacent parcel proposed for partitioning (889 45th Avenue NE) to equal a 20-foot wide (15-foot-wide paved) easement for an accessway for property in an RA (Residential Agriculture) zone and address as 899 45th Avenue NE.
