3.      APPEARANCE OF INTERESTED CITIZENS, NEIGHBORHOOD
         ORGANIZATIONS AND ADVISORY COMMITTEES

4.      PUBLIC HEARINGS: Hearings begin at 5:30 p.m. unless otherwise
         noted. The statement of criteria will be read at the beginning of the
         hearings.

4.1      Comprehensive Plan Change/ Zone Change No. 06-13 - 1945
           Turner Rd SE (Bryce Bishop;  bbishop@cityofsalem.net )
           To change the Salem Area Comprehensive Plan map designation
           from "Industrial" to "Community Service Airport" and the zone
           district from IG (General Industrial) to PS (Public Service) for
           property approximately 4.52 acres in size and located at 1945
           Turner Road SE (Marion County Assessor's map and tax lot
           number: 073W36/2400).
           Recommended Action: Adopt Report

4.2      Code Amendment No. 05-14 - Minimum lot coverage in various
           zoning districts - amending sections of Salem Revised Code 
           Chapters 145, 146 and 147  (Lisa Van de Water;
           lvandewater@cityofsalem.net)
           To amend Salem Revised Code (SRC) 145.110, "Lot Coverage"
           (RA Residential Agriculture), SRC 146.110, "Lot Coverage,"
           establishing a maximum lot coverage for duplexes at 60 percent
           of the total lot area, and SRC Chapter 147 (RD Duplex
           Residential), generally clarifying that the minimum lot size for
           duplexes on individual lots is 7,000 square feet, and establishing
           a maximum lot coverage for duplexes at 60 percent of the total
           area. Other amendments in SRC Chapter 147 are proposed to
           reduce cross-referencing of standards to other residential zoning
           districts.

4.3     CONTINUED: Comprehensive Plan Change / Zone Change 
          No. 05-12 - 4400 - 5200 Blocks of Kale Rd NE (Mike Cerbone; 
           mcerbone@cityofsalem.netReport Exhibit 2, Pt 1, Pt 2, Pt 3, Pt 4
          To change the Comprehensive Plan from "Industrial" to "Single
          Family Residential" and "Multiple Family Residential"; to change
          the zone district from IBC (Industrial Business Campus) and IP
          (Industrial Park) to RS (Single Family Residential) (132.59 acres),
          RM1 (Multiple Family Residential) (7.26 acres) and RM2 (Multiple
          Family Residential) (8.89 acres) for a total of 148.74 acres.
          Recommended Action: Approve

5.4     Appeal of Administrative Decision on Subdivision No. 06-16 -
          1845 Brookside Dr NW (Mike Cerbone;  mcerbone@cityofsalem.net)
          To subdivide approximately 1.73 acres into ten (10) lots ranging
          in size from approximately 5,134 square feet to 6,694 square 
          feet for property zoned RS (Single- Family Residential ) 
          and located at 1845 Brookside Avenue NW (Polk County Map
          and Tax Lot Number: 073W08DD00100).
          Recommended Action: Adopt Report
          ** Public Hearing Held on October 24, 2006

5.5     Review of Proposed Minor Amendments to the Pringle Creek
          Urban Renewal Plan (David Skilton, Urban Development;
          dskilton@cityofsalem.net)      Report Attachment C
          To consider extending the effective period of the Plan until
          December 30, 2016, except that the non-discrimination
          provisions shall be in effect in perpetuity; and clarifying the intent 
          of the Plan by adding italicized language to Section 600 A.1 to
          read: "Acquisition of, and pre-development planning for, real
          property for clearance and sale or lease for redevelopment."
          Recommended Action: Recommendation to Council
