             (A)   Review of the City’s Fiscal Year 2007-08 through 2011-12
                    Capital Improvements Program (CIP) (Jon Ellis, Finance Dept.;
                    jellis@cityofsalem.net)
                    Recommended Action: Recommend Adoption
                    Note: CIP document materials were distributed at the January
                             9th meeting.

      2.3   Liaison Matters:

              None.

3.     APPEARANCE OF INTERESTED CITIZENS, NEIGHBORHOOD
         ORGANIZATIONS AND ADVISORY COMMITTEES
          

4.     PUBLIC HEARINGS: Hearings begin at 5:30 p.m. unless
        otherwise noted.  The statement of criteria will be read at
        the beginning of the hearings.

       4.1   Commission-Initiated Zone Change No. 06-18 at 3601 State St
               (Bryce Bishop; bbishop@cityofsalem.net)
               To modify the conditions of approval of Comprehensive Plan Change/Zone
               Change Case No. 98-2 by removing the specific condition of approval 
               limiting the use of the property to general warehousing and storage when
               operated by public entity,” for a portion of the property located at
               3601 State Street.
               Recommended Action: Adopt Report    

5.     WORK SESSIONS

      5.1   Commission-Initiated Zone Change No. 06-18 at 3601 State St
               Recommended Action:  See 4.1 above.

      5.2   Comprehensive Plan Change  / Zone Change No. 06-6 - 2500 Block
              of Boone Rd SE   (Judith Moore; jimoore@cityofsalem.net
              To change the Salem Area Comprehensive Plan Map designation from
              “Developing Residential” to “Commercial” and to change the zoning 
              from RA (Residential Agriculture) to CR (Commercial Retail) for an 
             18.4-acre site located in the 2500 Block of Boone Road SE.
              Recommended Action: Adopt Report
