        otherwise noted.  The statement of criteria will be read at
        the beginning of the hearings.

       4.1   Comprehensive Plan Change/Zone Change No. 06-17 -
               4059 Market St NE   (Kevin Russell; krussell@cityofsalem.net)
               To change the Salem Area Comprehensive Plan map designation
               from "Multi-Family" to "Commercial" and the zone district
               from RM2 (Multiple Family Residential) to CR (Retail Commercial)
               for property approximately 1.66 acres in size and located at
               4059 Market St NE
               Recommended Action: Adopt Report

                Recommended Action:  See 4.1 above.

      5.2   Comprehensive Plan Change  / Zone Change No. 06-6 - 2500 
              Block of Boone Rd SE   (Judith Moore; jimoore@cityofsalem.net
              To change the Salem Area Comprehensive Plan Map designation
              from “Developing Residential” to “Commercial” and to change the  
              zoning from RA (Residential Agriculture) to CR (Commercial Retail)  
              for an 18.4-acre site located in the 2500 Block of Boone Road SE.
              Recommended Action: Adopt Report
              * Public Hearing held November 21, 2006
              ** Written Record Held Open; the additional testimony is on file 
                   in the Community Development Department
              ** Delibertions continued from the January 23, 2007, meeting.
