                          Resolution to set a public hearing to take testimony on Salem Revised Code
                          Chapter 143B to remove the minimum Floor-Area-Ratio (FAR) requirement
                          from  Area 1:  The Pine Street Mixed-Use Area of the Portland/Fairgrounds
                          Road Overlay zone
                          Recommended Action: Review and Comment

      ORGANIZATIONS AND ADVISORY COMMITTEES

4.   PUBLIC HEARINGS: Hearings begin at 5:30 p.m. unless otherwise
      noted. The statement of criteria will be read at the beginning of
      the hearings.

4.1   Formation of the South Waterfront Urban Renewal District 
        (Dave Skilton, Urban Development; dskilton@cityofsalem.net)

To consider formation of a new urban renewal district which includes parts of Minto Island and the Willamette Slough and roughly bounded by the Willamette Slough on the west, the Riverfront Downtown Urban Renewal Area on the north, the easterly line of the Commercial Street right-of-way on the east, and Mission Street on the south; and an area roughly bounded by Mission Street on the north, the westerly line of the alley right-of-way between Liberty and Commercial Streets on the east, the southerly line of the right-of-way of Owens Street on the south, and the easterly line of the Saginaw Street right-of-way and the easterly line of the alley right-of-way between Liberty and Saginaw Streets on the west.

4.2    Amendments to Salem Revised Code Chapter 165 , Annexation
          Procedures  (CA 07-2)  (Cecilia Urbani;  curbani@cityofsalem.net )

Amendment to Salem Revised Code section 165.130 to require notification of property owners of potential creation of enclave territory.

4.3   Amendments to Salem Revised Code Chapter 143D , Wallace   
        Road/Edgewater Overlay Zone (CA 06-7)  (Bryce Bishop;
        bbishop@cityofsalem.net )

Amendments to the Edgewater Street/Wallace Road Area overlay (specifically Area 5: Edgewater Street Corridor) to prohibit automobile-oriented uses with certain other uses that are inconsistent with the intent of the West Salem Neighborhood Plan and to address residential density requirements for mixed-use developments in the same area.

4.4   Appeal of Administrative Decision for Subdivision No. 07-6 located   
        at 467 Mildred Lane SE (Kevin Russell;  krussell@cityofsalem.net )

To subdivide an existing 9.33-acre parcel of land into 56 lots ranging from 4,625 square feet to 16,422 square feet for property in an RA (Residential Agriculture) zone and located at 467 Mildred Lane SE (Marion County Assessor's Map and Lot numbers 083W15C 00700).
Recommended Action: Adopt Report
