4.      PUBLIC HEARINGS:  Hearings begin at 5:30 p.m. unless
         otherwise noted.  The statement of criteria will be read at
         the beginning of the hearings.

       4.1    Continued - Comprehensive Plan Change/Zone Change No. 07-4 for property
                located at 6161 Commercial St SE  (Judith Moore; jimoore@cityofsalem.net)
                To change the Salem Area Comprehensive Plan map designation from “Parks,
                Open Space and Outdoor Recreation” to “Commercial,” “Multiple Family Residential,” 
                and “Single Family Residential” and to change the zoning designation from PA (Public
                Amusement) to CR (Retail Commercial), RM1 (Multiple Family Residential), and RS
                (Single Family Residential).  The proposal would allocate 3.5 acres to the commercial
                designation and zoning, 16.76 acres to the multiple family residential designation
                and zoning, and 58.46 acres to the single family residential designation and zoning. 
                The property is comprised of eight (8) tax lots, totaling 82.69 acres.  The request
                would change the zoning for 78.72 acres of the property. Approximately  3.97 acres
                will be retained under the existing comprehensive plan and zoning designation to
                provide a perimeter buffer around a majority of the subject property’s western,
                southern, and eastern boundaries.   The subject property is located at 6161
                Commercial Street SE (Marion County Assessor’s map page and tax lot numbers
                083W23B/ Lots 00100, 00101, 00200, 00300, and 00400, and 083W23BA/ Lot
                00400, and 083W23A/ Lots 01000 and 01100). Additionally, the northeast portion
                of the subject property is located within the South Gateway Overlay Zone.
