                        Resolution to initiate review of an amendment to Salem Revised 
                        Code Chapter 63, Subdivisions, concerning phased subdivisions 
                        for commercial and industrial uses.
                        Recommended Action:Approve Resolution

      2.3      Liaison Matters:

                 Annual Review of Neighborhood Organization Status for Northeast
                 Neighbors (NEN), Northeast Salem Community Association (NESCA),
                 North Lancaster Neighborhood Association (NOLA), South Salem
                 Neighborhood Association, South East Salem Neighborhood Association
                 (SESNA), and West Salem Neighborhood Association (Annie Batteé
                 (NEN, NESCA, NOLA), abatteé@cityofsalem.net; Jerry Sorte (So. Salem,
                 SESNA, West Salem), jsorte@cityofsalem.net
                 Recommended Action: Forward Recommendation to Council

                3.      APPEARANCE OF INTERESTED CITIZENS, NEIGHBORHOOD
         ORGANIZATIONS AND ADVISORY COMMITTEES

4.      PUBLIC HEARINGS:  Hearings begin at 5:30 p.m. unless
         otherwise noted.  The statement of criteria will be read at
         the beginning of the hearings.

4.1    Commission-Initiated Comprehensive Plan Change No. 07-7 for
         property located at 715 and 755 Boone Rd SE   (Klause Schilde;
         kschilde@cityofsalem.net)
         To change the Salem Area Comprehensive Plan (SACP) map
         designation from “Single Family Residential” to “Multi-Family
         Residential” on a 0.71-acre site located at 715 and 755 Boone Rd SE
         Recommended Action:  Adopt Report

4.2     Continued Hearing - Comprehensive Plan Change/Zone Change/
          Neighborhood Plan Change No. 07-4 for property located at 6161
          Commercial St SE (Judith Moore; jimoore@cityofsalem.net)
          To change the Salem Area Comprehensive Plan Map designation from
          “Parks, Open Space” to “Commercial”, "Single Family Residential" and
          "Multifamily Residential" for 78.72 acres of the site. Approximately 3.97
          acres of the site will remain in the “Parks, Open Space” designation. 
          To change the zoning designation from PA (Public Amusement) to CR
          (Commercial Retail), RS (Single Family Residential) and RM1 (Multiple
          Family Residential) for 78.72 acres of the site located at 6161 Commercial
          Street SE.  Approximately 3.97 acres of the site will remain in PA zone.
          To amend the Liberty-Boone Neighborhood Plan Map from “Parks, Open
          Space” to “Single Family, Multifamily and Commercial Retail” for 78.72 acres
          of the site. Approximately 3.97 acres of the site will remain in PA zone. 
          Recommended Action:  Adopt Report
