4.      PUBLIC HEARINGS:  Hearings begin at 5:30 p.m. unless
         otherwise noted.  The statement of criteria will be read at
         the beginning of the hearings.

4.1    Proposed Text Amendments to the Salem Revised Code Chapter 63,
         Subdivisions, Regarding Phased Subdivisions for Commercial and
         Industrial Uses  (Judith Moore; jimoore@cityofsalem.net
        To amend SRC Chapter 63 to address phasing subdivisions of real 
         property which will be developed for commercial and industrial uses; 
         establishing additional submittal requirements within Chapter 63 
         (Subdivisions) to require a phasing plan that indicates the tentative 
         boundaries and sequencing of each phase and the tentative configuration
         of lots in each phase; and establishing additional approval criteria within
         Chapter 63 to apply to proposed phased subdivisions.Proposed Code
         Amendment No. 07-10
         Recommended Action:  Adopt Report

                     Recommended Action:   See 4.1 above. 

          5.2     Continued Hearing - Comprehensive Plan Change/Zone Change/ Neighborhood
                    Plan Change No. 07-4 for property located at 6161 Commercial St SE  (Judith
                    Moore; jimoore@cityofsalem.net )
                    To change the Salem Area Comprehensive Plan Map designation from  “Parks,
                    Open Space” to “Commercial,” "Single Family Residential" and "Multifamily
                    Residential" for 78.72 acres of the site. Approximately 3.97 acres of the site
                    will remain in the “Parks, Open Space” designation.  To change the zoning
                    designation from PA (Public Amusement) to CR (Commercial Retail), RS (Single
                    Family Residential) and RM1 (Multiple Family Residential) for 78.72 acres of the
                    site located at 6161 Commercial Street SE.  Approximately 3.97 acres of the site
                    will remain in PA zone. To amend the Liberty-Boone Neighborhood Plan Map from
                    “Parks, Open Space” to  Single Family, Multifamily and Commercial Retail for 78.72
                    acres of the site. Approximately 3.97 acres of the site will remain in PA zone.
