        2.1    Approval of Minutes

                 January 29, 2008 Minutes   (Commissioner Nelson)
                  Recommended Action: Approve

       2.2     Consent Reports:

                (a)     Resolution No. 08-1    (Judith Moore; jimoore@cityofsalem.net)
                         Planning Commission-initiated Comprehensive Plan Change/Zone
                         Change to the Salem Area Comprehensive Plan Map and the zoning
                         map for a portion of the property at 1250 Maple Glen Lane S be set
                         for public hearing before the Salem Planning Commission.                  
                         Recommended Action:   Approve Resolution

      2.3      Liaison Matters:

                 None.

3.      APPEARANCE OF INTERESTED CITIZENS, NEIGHBORHOOD
         ORGANIZATIONS AND ADVISORY COMMITTEES

4.      PUBLIC HEARINGS:  Hearings begin at 5:30 p.m. unless
         otherwise noted.  The statement of criteria will be read at
         the beginning of the hearings.

4.1     Proposed Text Amendments to Salem Revised Code Chapters
          20C, 120A, 137, 138,143B, 143C, 143D and 148 to reflect
          design review being a duty of the Salem Planning Commission
          and returning the Historic Landmarks Commission to its original  
          name (CA No. 07-7) (Pamela Cole; pcole@cityofsalem.net)
          To amend SRC Chapters 20C, 120A, 137, 138,143B, 143C, 143D 
          and 148 to move non-historic design review duties from the Historic
          Landmarks and Design Review Commission to the Salem Planning
          Commission and return the Historic Landmarks and Design Review
          Commission to its original name, the Historic Landmarks Commission.
          Recommended Action:  Adopt Report

 4.2    Proposed Text Amendments to Salem Revised Code Chapter 120A to
          change the appeal body for Type II and Type III Historic Design review
          decisions from City Council to the Hearings Officer   (CA No. 07-8)  
          (Pamela Cole; pcole@cityofsalem.net)
          To provide that appeals of Type II and Type III Historic Design Review
          Decisions of the Historic Landmarks and Design Review Commission shall
          be heard by the Salem Hearings Officer and appeals of demolition permit
          decisions shall continue to be heard by Salem City Council.
          Recommended Action:  Adopt Report

4.3     Comprehensive Plan Change/Zone Change No. 07-8 for property located
          at 4192 Liberty Rd S   (Lisa Anderson; lmanderson@cityofsalem.net)
          To change the Salem Area Comprehensive Plan map designation from a
          Multi Family Residential@ to ACommercial@ and the zone district from
          RM2 (Multiple Family Residential) to CO (Commercial Office) for property
          approximately 0.29 acres in size and located at 4192 Liberty Rd S
          (Marion County Assessor's map and tax lot number 083W09AA05900).
          Recommended Action:   Adopt Report

4.4     Appeal of Administrative Decision for Partition No. 07-33 for property
          located at 850 La Cresta Ct SE  (Bryce Bishop; bbishop@cityofsalem.net)
          To divide approximately 0.58 acres into two (2) parcels with Parcel 1 consisting
          of approximately 11,665 square feet and Parcel 2 consisting of approximately
          13,713  square feet; for property in an RS (Single Family Residential) zone and
          located at 850 La Cresta Ct SE (Marion County Assessor's Map and Tax Lot
          Number 083W15DB/11501).
          Recommended Action:  Adopt Report

5.     WOR K SESSIONS

           5.1    Proposed Text Amendments to Salem Revised Code Chapters 20C, 120A, 137,
                    138,143B, 143C, 143D and 148 to reflect design review being a duty of the

           Recommended Action:   See 4.4 above.

5.5      Continued Hearing - Comprehensive Plan Change/Zone Change/ Neighborhood
           Plan Change No. 07-4 for property located at 6161 Commercial St SE
           (Judith Moore; jimoore@cityofsalem.net)
           To change the Salem Area Comprehensive Plan Map designation from "Parks,
           Open Space" to "Commercial", "Single Family Residential" and "Multifamily
           Residential" for 78.72 acres of the site. Approximately 3.97 acres of the site will
           remain in the "Parks, Open Space" designation.  To change the zoning designation
           from PA (Public Amusement) to CR (Commercial Retail), RS (Single Family Residential)
           and RM1 (Multiple Family Residential) for 78.72 acres of the site located at 6161
           Commercial Street SE.  Approximately 3.97 acres of the site will remain in PA zone.
           To amend the Liberty-Boone Neighborhood Plan Map from "Parks, Open Space"
           to "Single Family, Multifamily and Commercial Retail" for 78.72 acres of the site. 
           Approximately 3.97 acres of the site will remain in PA zone. 
           Recommended Action: Adopt Report
